As a R&O manager, tasks will include developing and deploying Risk & Opportunity Management (R&OM) methods while effectively interfacing with senior program and customer personnel to ensure clear communication of all program R&Os. The applicant will need to apply expertise in the identification of risks and the development of mitigation plans. The applicant will be leading risk review boards for a variety of teams, including program management, Integrated Product Teams and customers. The R&O Tech Support Engineer is responsible for managing the risks and opportunities within the risk database and through associated reporting mechanisms. Occasional travel may be required to conduct risk engagements with supplier partners and customers.

U.S. Citizenship is required as this position needs an active U.S. Security Clearance as of day one of employment.

Key Responsibilities:

The R&O Technical Support Engineer, as a member of the Program Management Team, is responsible for:

  • Facilitating the R&OM process
  • Providing counsel to program leadership on R&O validity, assessment and handling
  • Briefing technical/cost/schedule risks to customer engineering leadership
  • Briefing programmatic R&O position to customer program leadership
  • Training others in the R&OM processes, tools, and methods
  • Performing R&O analysis to support program decision making
  • Assisting with R&O review boards and R&O "walks" (R&O identification meetings)
  • Managing development of new R&Os
  • Assessing and tracking risk mitigation plans and opportunity capture plans
  • Administering R&O databases
  • Coordinating supplier R&OM implementations
  • Preparing proposals
  • Developing Basis of Estimates
  • Supporting Financial Reviews such as Estimate at Complete reviews

Required Education, Skills, and Experience:

  • Bachelors degree in Business, Engineering, Computer Science, Physics, Industrial Management, Mathematics, or related field with Two (2) years of experience as described below (or MS and 0 years of experience)
  • Previous experience in systems engineering and risk management driving proactive problem prevention and process improvements by applying effective R&OM principles
  • Working knowledge of engineering disciplines
  • Working knowledge of program execution (cost, schedule, staffing)
  • Experience conducting and documenting effective meetings, often with high-level personnel, with limited time and demanding expectations
  • Strong presentation, writing and training skills
  • U.S. Citizenship is required

  • Basic understanding of Reliability Engineering
  • An understanding of Failure Modes and Effects Analysis (FMEA)
  • An understanding of contractual scope
  • Determination of inputs and outputs for Estimate At Complete (EAC)
  • Familiarity with Earned Value Management System (EVMS)
  • Integrated Master Plan (IMP) / Integrated Master Schedule (IMS) / planning & baseline change request process
  • Working knowledge of the proposal development process
  • Collaboration with program managers, integrated product team leaders, financial leaders and analysts, and program integrators

The Defense Industrial Security Clearance Office (DISCO), an agency of the Department of Defense, handles and adjudicates the security clearance process. Security clearance factors include, but are not limited to, allegiance to the US, foreign influence, foreign preference, criminal conduct, security violations and drug involvement.
