Job Description:

Position: Senior Project Manager - The improved Service Delivery with Social Accountability Integration for the Citizens in Cambodia (ISD with SA Project)

POSITION DESCRIPTION:

Actual hiring is contingent upon winning the bid for this proposal. The project is looking for a potential candidate to fulfill the role of Senior Project Manager (SPM) to lead and implement the project as outlined in the Project Proposal and donor requirements. S/he will provide strategic leadership to the project team, including stakeholders to achieve the project goal and objectives within the timeframe. The SPM will be fully responsible for co-ordinating with all the important stakeholders to work effectively and deliver quality outputs, on time within the given budget. The SPM will be also responsible for ensuring timely collection, review, and monitoring of data to improve the project quality and implementation of the project including conducting periodic project field monitoring, coordination, and timely submission of annual reports (both financial and narrative). The position will report to either Associate Director for Grant or Operations Director.

MAJOR RESPONSIBILITIES

The candidate is expected to have expertise in project management and will require strong leadership skills. The successful candidate is expected to represent and stand for the Core Value of WVI in external platforms. The SPM will have 2 Provincial Coordinators, 1 Monitoring and Evaluation Officer, and 1 Finance and Administration Officer staff as direct reports. The SPM will also work closely and engage with Community Facilitators (CF) networks, NGO Partners, and government staff (supply side) within the target provinces:

  • Project Management & Implementation: 

Consult with the Project Management Group (PMG) to finalize the project implementation plan. Strategically manage the project in line with the approved plan, S/he will play a strategic person to ensure the project implementation smoothly following the social accountability framework, and government policies within strongly advocate at the Sub-National and Local service deliveries to support the project in their respective provinces. 

  • Leadership & People Management: 

To lead and manage the team to successfully implement the project. Ensure there is regular reflection meetings with the team members at all levels and they have the necessary guidance and tools to implement the project effectively. 

  • Financial Management: 

Proactively prepare the activity and budget plans in line with the approved project proposal. Ensure the timely completion of activities in coordination with team at the provincial and district levels. Facilitate the process to develop the Annual Development Plan and budget to summit to the donor, ensuring that a project is executed in line with the agreed cost category and budget

  • Stakeholder Management: 

Responsible for establishing a smooth working relationship at national and sub-national level in close coordination with ISD focal person in each DM. Work effectively with stakeholders to deliver quality outputs on time, within the budget. Representation, networking, and relationship building with donors and external stakeholders. 

  • Monitoring Evaluation, and Reporting:

Ensure learnings are captured and integrated in ongoing planning and monitoring. Efforts should be taken to share the learnings with relevant stakeholders and ensure that actions are taken by relevant stakeholders. Contribute to high-quality baseline, mid-term and final rapid coverage and community assessment of the ISD with SA project. Prepare high quality report (quarterly, annually and completion) that comply with the donor requirement and submit those reports to the donor in a timely manner.

REQUIREMENTS:

  • Bachelor's degree in any relevant fields such as Law, Public Administration, Education, Agriculture, Rural Development, Social Development, General Management, Business Administration, Development and Management or any related fields. Or any relevant master's degree is advantage.
  • 5 years of relevant professional experience in managing projects/grants related to social accountability, social networking, good governance, public administration, rural development, or any relevant roles
  • Technical knowledge in project management, good governance and social accountability 
  • Excellent understanding of advocacy issues in a development context
  • Strong understanding of public policy, government decision-making processes (especially at the sub-national level) and other civil society networks and coalitions.
  • Understanding of the public services at district and municipality level – OWSO, Ombudsperson office, Waste or Water Management.
  • Strong communication, negotiation, influence, problem solving, networking, and partnerships skills
  • Very good presentation or public speaking skills
  • Khmer is mother tongue and excellent English communication in both writing and speaking
