Duties and Responsibilities

Background: The Arab region is the most unequal region in the world (measured by income inequality. In 2021, the income of the top 10 per cent of earners in the Arab region amounted to 58 per cent of the total income earnt, almost twice that of Europe (36 per cent). However, these regions are highly unequal under a number of parameters beyond just income inequality. Gender inequality is rife due to high levels of gender-based violence, early marriage, exclusion from political and decision-making bodies, and economic disempowerment. In addition, people with disabilities, older persons, rural populations, and migrants are all more likely to harsh inequalities including limited or inadequate access to healthcare, education, employment, and political participation, and are more likely to be socially excluded due to social norms and biased public perceptions. Youth face growing inequalities, particularly upon their graduation from school or university, and are at risk of being excluded from meaningful socio-economic participation and becoming a lost generation. Youth unemployment in the Arab region is the highest in the world (at 26 per cent compared with a global average of 15 per cent) and is particularly severe for female youth (42 per cent). Further, 85 per cent of employed youth in the Arab region are informally employed, which exacerbates their vulnerability and erodes their productive potential. Rising inequality has eroded social cohesion and caused a steady increase in poverty since the turn of the millennium. Between 2000 and 2019, extreme poverty ($2.15) in the Arab region increased from 3.6 percent to 7.5 percent, or from 10 million people to 33 million people. Without decisive action and interventions, both poverty and inequality are set to continue increasing, causing millions to be left behind and devoid of the opportunity to improve their livelihoods, and increasing the risk of social dissatisfaction and potential unrest. In response to rising inequality, ESCWA has launched a project titled ‘Equality: Creating opportunities for future generations’. The project intends to mainstream the growing issue of youth inequality in the Arab region, whilst also presenting a new multidimensional approach to considering inequality. ESCWA’s multidimensional inequality framework will be used as a baseline to develop tailored national measures for Governments in Jordan, Kuwait, Morocco, the State of Palestine, Sudan and the Syrian Arab Republic, upon which ESCWA and policymakers can identify tailored solutions to reduce inequalities. Duties and Responsibilities: ESCWA seeks to hire a consultant to support the development of a toolkit for identifying multidimensional inequalities, including income, wealth, and access to opportunities for women, youth, persons with disabilities, older persons, rural populations, migrants, and refugees. The toolkit will be an online tool for countries to use, available on the ESCWA website. By identifying the most acute forms of inequalities that countries face, policymakers will be better equipped to target how best to reduce inequalities within their countries. At the same time, ESCWA’s inequality solutions portal provides examples of interventions that have worked to reduce multiple forms of inequality across the world. This tool can be used to support the identification of policy solutions that have been proven to reduce inequalities similar to the inequalities faced by the target countries. The consultant may also be asked to support small edits and contributions to the inequality solutions portal. The consultant will be expected to work with a consortium of stakeholders, including the London School of Economics, Pathfinders for Peaceful, Just, and Inclusive Societies, the Overseas Development Institute, and Government Ministries. The consultant is requested to: - Conduct a brief literature review on multidimensional inequality frameworks. - Conduct a mapping of available national data that could measure inequalities within countries. - Support the development of a framework to measure multidimensional inequality at the national level. - Support the analysis of multidimensional inequality within countries and identify possible policy solutions. - Support improvements to the Inequality Solutions Portal. - Work with a consortium of stakeholders, including the London School of Economics, Pathfinders for Peaceful, Just, and Inclusive Societies, the Overseas Development Institute, and Government Ministries.

Qualifications/special skills

A Masters or equivalent degree in economics, social studies, development studies, or related area is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum of 7 years of professional work experience in economics or social studies is required. 2 Experience in statistics is required.

Languages

English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in Arabic and English are required. Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
