Job Description:

World Vision seeks a Chief of Party (CoP) for the proposed USAID-funded Somalia Resilience Food Security Activity (RFSA). The goal of the Activity is to improve and sustain the food and nutrition security of vulnerable populations through multi-year resilience food and nutrition security activities. This activity is a 5-year program worth approximately $100 million. The CoP will be responsible for providing strategic vision, technical leadership and administrative oversight of the program ensuring compliance and project quality and will serve as the principal institutional liaison to the donor and local government entities. The CoP must have proven leadership skills managing projects of a similar size and scope with prior experience effectively managing USAID development activities. S/he must have experience working in Somalia or in a similar context, familiarity with the country’s social landscape, and demonstrated ability to build and maintain relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners. S/he must have demonstrated experience recruiting, developing, and managing staff, as well as experience managing programmatic and financial reporting. S/he must understand and demonstrate commitment to the importance of adaptive management, gender, and youth issues in development programming and within staff and management of the activity.

This position is contingent upon funding and donor approval.

This position will be based in either Mogadishu, Somalia or Nairobi, Kenya, or a combination of both locations as per the donor preference. 

MAJOR RESPONSIBILITES:

Direct and oversee grant implementation, ensuring that all strategic objectives are met through proper design, staffing, implementation and quality assurance.

Build and maintain relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners.

Ensure appropriate project quality support to consortium members through purpose leads.

Oversee that bottlenecks and challenges to project impact are addressed at various levels of stakeholders using forums such as Technical Working Groups, donor/government led coordination meetings and meetings with consortium member project managers.

In collaboration with partners' Project Managers, design and facilitate regular project learning events with consortium partners and other key stakeholders, ensuring that lessons of sound practice are documented and disseminated through project implementation and review.

Supervise a team of senior level international and national staff with skills across a diverse set of technical areas.

Ensure proper technical capacity of staff to manage complex donor funded projects

Lead grant staff and short-term consultants Coordinated technical response in program implementation.

Establish and maintain effective project reporting, evaluation, and communication systems.

Submit timely accurate and professional reports that meet donor requirements.

Ensure grant/project budget is managed within approved spending levels and ensure accurate and timely financial reports to donors and Support Office International Programs Group staff.

Ensure grant/project expenses are reasonable, allocated as per assigned budget, prudent and spent in accordance with donor rules and regulations to ensure low risk audits.

Escalate grant management issues early and openly; resolve grant management issues quickly and fully.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE:

  • A minimum of 10 years of progressively responsible senior experience in international development as Chief of Party, Deputy Chief of Party, or senior management experience on large ($30M+) food security, development, or humanitarian relief projects. 
  • Minimum 10 years of experience managing development activities for USAID or similar donors, of which at least 3 years of experience working in/on fragile or post-conflict states, Somalia experience strongly preferred. 
  • Experienced in managing a large grant involving Title II commodities and/or cash transfer mechanisms.
  • Experience managing sub-grants and contracts under grants for complex projects.
  • Experience of leading large and diverse teams.
  • Previous experience with large USAID grants including Resilience Food Security Activity (RFSA), Development Food Security Activity (DFSA), Development Food Assistance Programs (DFAP)s, Multi Year Assistance Programs (MYAP)s and/or Development Assistance Programs (DAP)s is preferred.
  • Demonstrated experience in developing and managing alliances with the private sector is desirable.
  • Familiarity with and commitment to addressing gender and social inclusion (GESI) in project sectors is required, as demonstrated by at least two years of senior-level experience working on projects that addressed GESI constraints.
  • Experience in deploying an effective CLA approach, where an activity was revised as per the changes in the context to achieve desired outcomes.

Required Education, training, license, registration, and certification:

  • A master’s degree in international development, non-profit management or related a concentration from an accredited U.S. college or university, or international equivalent.
  • Demonstrated communication, creative problem solving, and management skills.
  • Strong writing and oral presentation skills
  • Must be fluent in English. 
  • Conversational Somali and/or Arabic is preferred. 
  • Professional licenses, as required in the field and by the donor.

Preferred Knowledge and Qualifications:

  • Experience working with migrant communities and in an urban context.
  • Experience in managing inter-agency consortiums is preferred. 

Travel and/or Work Environment Requirement: 

  • Mandatory travels to implementation sites and regional, global meetings as required.
  • Travel to the United States WVUS Washington, DC Office to meet with donors and other stakeholders. 

Language Requirements: 

  • Fluency in English. 
  • Fluency in conversational Somali and/or Arabic will be an added advantage.
