What will you do in this position? 

The purpose of the role is to support the design and manage the development, implementation and oversight of resilience, food for assets and livelihoods programs that effectively meet food assistance needs in complex contexts. The position will also focus on developing National staff capacity who will undertake the program implementation in the longer run.

The war in Ukraine has had drastic consequences, both for people inside the country and for those around the world dependent on its huge grain supplies. It is inflicting untold suffering on civilians, displace families, and disrupt supply chains and food production. It has caused one of the fastest forced population movements since the Second World War. Close to 6 million Ukrainians are still living as refugees across Europe, and almost 5.1 million are internally displaced. Many have lost their homes and livelihoods. As food production and supply lines are disrupted by fighting, many families in the east and south do not have reliable access to nutritious food.

WFP uses a flexible mix of food and cash assistance to support communities affected by the war wherever they are. This includes working with local partners to distribute food rations in areas near the frontline and providing cash transfers wherever people have access to banks and markets to buy food. Since March 2022, WFP has distributed food and cash assistance equivalent to 2.4 billion meals to families displaced and affected by the war, partnering directly with local responders.

How can you make a difference?

The Programme Policy Officer (Resilience and Livelihoods) will be under the direct supervision of Head of Programme Odesa Field Office, and the technical guidance from Country Office Programme Unit. The incumbent will carry out the following key duties in Odesa’s Area of Responsibilities meanwhile provide support to other duty stations when required.

  • Contribute towards the development of a wide variety of projects, plans and processes of an overall portfolio of integrated resilience programmes, ensuring alignment with wider programme policies and guidance.
  • Provide advice and support the development of livelihood and resilience building projects, plans, and processes, ensuring alignment with wider programme policies and guidance.
  • Provide project management support, including the use of financial resources, to specific and defined programmes and projects of considerable size/complexity, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
  • Support the programme and strategy design, coordination, management and oversight of WFP resilience programming.
  • Develop and coordinate data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
  • Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
  • Liaise with internal and external counterparts, in particular to the Government, to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery.
  • Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
  • Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through providing inputs into training materials.
  • Guide and supervise staff, acting as a point of referral and supporting them with analysis and queries.

Education: Advanced university degree in in the areas of Agriculture, Agribusiness, Food systems, business and administration, project management, information or data management or other related area of study, or First University Degree with additional years of related work experience and/or coursework/trainings.

Experience:

Minimum three (3) years of postgraduate professional experience in a relevant field of work including Agriculture, Food, Project Management, Data Management etc., with a background and interest in international humanitarian and development assistance.

Solid experience and skills in the following areas is expected:

  • General knowledge of project management and coordination best practices, techniques and processes with some understanding of the theoretical background;
  • Strong written and oral communication skills, including substantive analysis and report writing skills;
  • Knowledge of, or the ability to quickly assimilate, UN/WFP specific processes and systems.
  • Solid experience in implementing resilience and/or food for assets and/or livelihood programmes.
  • Experience building partnerships in coordinating resilience, food assistance for assets and livelihoods programmes with government and partners (UN, NGOs, local communities, etc.).

Language: Fluency (Level C) written and spoken in English is essential.
