Position Overview: Senior Transportation Planner

TRC is seeking a highly motivated Transportation Project Manager to fill a permanent, full-time project manager position with emphasis in transportation environmental documentation and compliance monitoring in our Rancho Cordova or San Francisco offices. The successful applicant will have experience in preparing National Environmental Policy Act (NEPA) and California Environmental Quality Act (CEQA) documentation for transportation related projects. Experience with Categorical Exclusions (CE), Environmental Assessments (EAs), and Environmental Impact Statements (EIS), Initial Studies (IS), Negative/Mitigated Negative Declaration (ND/MNDs) and Environmental Impact Reports (EIRs) is required.

Applicant must have served as a Project Manager for no fewer than three projects requiring NEPA/CEQA documentation and supporting technical studies for transportation related projects. Applicants must have the ability to manage tasks and staff in multiple disciplines including biology, wetland ecology, cultural resources, air quality, socioeconomics, environmental justice, and noise. Applicant must have knowledge and experience with regulatory permits and approvals such as USFWS Section 7, USACE Section 404/408, SHPO Section 107, etc. Applicant must have experience managing projects requiring Caltrans (DOT) or Federal Highway Administration oversight.

Key Responsibilities:

  • Act as Project Manager on preparing NEPA/CEQA documentation for transportation related projects, technical studies and project compliance monitoring and be able to coordinate and mange multidisciplinary teams including managing budgets, project schedules, quality assurance, directing technical experts, and coordinating with regulatory agencies.
  • Have at least 5 years of experience with business development, developing/managing client relations, developing proposals in response to RFPs, RFQs, and other bid document documents required by agencies.
  • Coordinate activities and work products with other staff resources and offices, as needed.



  • A Bachelor's degree in environmental science, biology, ecology, archaeology, historic preservation, socioeconomics, or other similar environmentally related field is required. A Master's degree in one of the above or related fields is ideal but not required.
  • At a minimum, 8 to 10 years of experience in preparing NEPA/CEQA documentation and technical studies supporting local, state and federal transportation projects, with 5 years of experience focused on NEPA/CEQA compliance, and with a minimum of 3 years of combined experience in all aspects of project management including budgeting, scheduling, managing staff, developing scopes of work from pre-field efforts to report completion, and providing technical oversight.
  • Demonstrated business development success, supervisory experience, established credibility with local, state, and/or federal agencies and clients, and proposal success.
  • Excellent technical writing and communication skills are mandatory. Prior primary authorship in a NEPA/CEQA context for a variety of projects with emphasis on transportation is preferred.
  • A working knowledge of all federal regulations triggered by the NEPA/CEQA process is necessary. Familiarity with Caltrans state requirements and regulations is a plus.
  • Possess a valid driver's license and driving record acceptable to TRC's insurance carrier.
