Consultant: Development of the National AGYW Strategy

Introduction: In Malawi, adolescent girl and young women (AGYW) aged 10-24 years remain vulnerable to HIV, early sexual debut, early marriage, dropping out of school amongst many other social ills. The Government of Malawi realized the vulnerability of adolescent girls and young women, and in 2018 developed a National AGYW Strategy. The vision of the strategy is to ensure that AGYW in Malawi have opportunities to realize their full potential through access to quality integrated education, health and social protection services, youth development and economic empowerment in an environment free from discrimination and violence. The AGYW strategy adopted a holistic and multi- sectoral approach in order to improve outcomes of AGYW across all sectors of health, education, Gender, and Youth development. It is the hope of the Government of Malawi that the AGYW strategy will help to keep girls in school and to empower them to avoid vulnerabilities that exposes them to HIV, teenage pregnancies, early sex and marriage.
The AGYW response in Malawi is led by four key ministries of Health; Ministry of Education; Ministry of Gender, Community Development and Social Welfare; and Ministry of Youth and Sports. In addition to the key line ministries, the Ministries of Local Government and of Finance provide oversight functions. On the other hand, the National AIDS Commission (NAC), National Youth Council of Malawi (NYCOM), Development partners, donor group and implementing partners provide technical guidance and support in the designing and review of program frameworks and tools, planning, implementation and monitoring of AGYW interventions in Malawi.
Background: It is against this background that the Ministry of Youth and Sports with financial support from UNAIDS engaged a team of consultants to develop the strategy. However, it has now emerged that there is need for an anchor person to facilitate the strategy development process on behalf of the Ministry. This is due to the technical intricacies that have been observed requiring coordinating the core sectors and other partners in the strategy development process. The Ministry of Youth and Sports therefore is seeking services of an experienced individual consultant to anchor the process of development of a successor 2024 – 2030 National AGYW Strategy.
Objective of the Assignment: The overall objective of this consultancy is to facilitate development the National AGYW Strategy for 2023-2030 through anchoring and coordinating the whole process of strategy development.
Tasks to be performed by the consultant: The consultant will work with the Ministry of Youth and Sports, the AGYW Core Team, and the AGYW Secretariat in execution of this assignment. The consultant will be responsible for the overall management of the assignment with oversight direction by the Director of Youth on behalf of the Secretary for Youth and Sports. The consultant is responsible for providing the following services:
Scope of Work: The assignment will principally be carried out in Lilongwe where the Ministry of Youth and Sports and the AGYW Secretariat are based and will extend to other areas within Malawi, particularly in the three regions, where the consultants are expected to carry out consultations and meetings with various stakeholders. The consultant is expected to be the responsible person to ensure that consultants meet/carry out consultations with the AGYW, AGYW Secretariat, Core Sectors of the AGYW response including Technical Working Groups and Sector Working Groups, development partners, Civil Society Organizations, implementing and coordinating organizations, local councils, community and religious leaders, media, academia and other stakeholders to seek their input into the strategy.
Deliverables: The following are the expected deliverables for this assignment
Duration: The expected timeframe for the assignment is 120 person-days with the assignment expected to begin on 25 March and end by 8 July 2024.
Qualification and Experience of the Consultants: The Ministry of Youth and Sports hereby requests services of an experienced consultant to anchor the National AGYW Strategy development process. The following are the requisite qualifications and experience for the consultants for this assignment
