Salary Ranges:

Engineer-in-Training I - $65,700 - $72,252 Annually

Engineer-in-Training II - $68,988 - $75,876 Annually

Description of Job

About the Unit:

This position works in the Colorado Department of Transportation's (CDOT's) Region 3 Central Engineering Unit in Glenwood Springs, CO. The work unit exists to perform all transportation planning, design, and construction project engineering and administrative duties in collaboration with other CDOT work units, other state and federal agencies, consultants, utilities, other government entities, and property owners. Furthermore, this work unit exists to assure that the construction of complex projects is performed in a safe manner; is of the highest quality at the lowest possible cost; and is completed in a timely manner with the least inconvenience to the traveling public and in conformance with all contract and regulatory requirements.

About the Position: 

Under the guidance and supervision of a Professional Engineer, the Engineer in Training I or II provides engineering construction and design support for the unit. 

Your duties and responsibilities will include some or all of the following depending on the level, Engineer in Training I or II

Under the guidance and supervision of a Professional Engineer performs the following:

Construction Inspection and Administration

  • Assist the Project Engineer in overseeing construction sequence and methods to ensure compliance with the plans and specifications. This includes learning to apply information presented in the contract documents during inspection of Contractor’s work. 
  • Assist with monitoring Contractor compliance of equal employment opportunities laws, safety regulations, state, local and federal ordinances, etc. to ensure conformance.
  • Measure and document completed item quantities by obtaining dimensions of placed, constructed, and installed items and calculate required areas or volumes, compile and tabulate delivery tickets, and verify yield requirements, and evaluate materials for their acceptability for incorporation or use in a construction project. 
  • Assist with monitoring and ensuring compliance with Contractor’s Method of Handling Traffic (MHT) during each phase or construction activity. This includes reviewing Methods of Handling Traffic (MHT’s) and assisting contractor in adapting required traffic control measures to changing traffic conditions, thus increasing overall safety for project personnel and the traveling public.

Project Development – Plans and Specifications

  • Assist in completing delegated tasks and portions of design and specification through practical application of professional engineering processes, theories, laws, principles, and techniques related to highway engineering.
  • Assist with developing and maintaining documentation for design-related decisions; participate in project Scoping, Field Inspection Review (FIR), Design Office Review (DOR), and Final Office Review (FOR), meetings.
  • Learn to maintain/maintain official project records by receiving, reviewing, and assuring the proper logging, distribution, and archiving of all related documents.
  • With oversight, learn to assemble/assemble plans and specifications using established CDOT formats and worksheets.
  • Utilize MS Word, MS Excel, MS Project software and learn to use/use MicroStation and Open Roads design software to develop roadway design drawings and specifications.
  • Learn to review, interpret, and incorporate/assist with reviewing, interpreting and incorporating design standards from guidance documents such as the Standard Specifications for Road and Bridge Construction and its revisions, the CDOT Project Development Manual, the AASHTO Policy on Geometric Design of Highways and Streets, etc.

Project Development – Cost Estimating and Schedule Development for Design

  • Learn to develop and maintain/assist with developing and maintaining an accurate detailed estimate for the construction costs of assigned projects. This includes setting up and managing project information and entering quantities and pay items into CDOT’s estimating software, AASHTOWare, during design.
  • Learn to develop/assist in developing design schedules for the Project Development Plan (PDP) and update an estimated critical path construction schedule used to complete Form 859 based on production rates on previously completed projects adapted for site conditions.

Project Management and Coordination

  • Learn/assist with design project manager duties.
  • Learn/assist with the process of developing the scope of work and estimates for task orders.
  • Learn to review/assist with reviewing the work of plans, specifications and estimate completed by a Professional Engineers for completeness and to verify it meets the appropriate CDOT standards. 
  • Learn to create and maintain/assist with creating and maintaining project design schedules that accurately reflect the design timeline, including input from the specialty groups such as Environmental, Hydraulics, ROW, Utilities, Bridge, Geotech, etc.
  • Learn to serve/serve as a liaison to other CDOT units regarding project activities and issues.
  • Learn to schedule and manage/assist with scheduling and managing project design milestone meetings including the FIR and FOR.

Training

  • Attend assigned training classes and study CDOT manuals to enhance knowledge necessary to perform the job duties. 
  • Maintain necessary required certifications.

Other duties as assigned.

Work Environment:

  • Your schedule will primarily be 8:00 am – 5:00 pm, Monday-Friday 
  • CDOT has a flex place policy and you may be able to work a hybrid schedule with a combination of in-office and remote work after completion of the probationary period.
  • Travel required during work hours to project sites, meetings and trainings. 
  • Occasional overnight travel for meetings or trainings (4-6 times per year).
  • Exerts up to 50 lbs. of force occasionally, and/or up to 20 lbs. of force frequently, and/or up to 10 lbs. of force regularly.
  • Exposure to hot, cold, wet, humid, or windy conditions caused by the weather.
  • Contact with water or other liquids; or exposure to nonweather-related humid conditions.
  • Proximity to moving, mechanical parts.
  • Exposure to electrical shock.
  • Working in high, exposed places.
  • Exposure to radiant energy.
  • Exposure to toxic or caustic chemicals, fumes, noxious odors, dusts, mists, gases, and poor ventilation that may cause irritation to the respiratory system, eyes, or skin..
  • Required to operate CDOT vehicles.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications:

Engineer- in-Training I

Must have a Bachelors’ Degree in Engineering from a U.S. accredited institution by the date of hire (accepting December 2023 graduates). 

Unless applying under Substitutions, a copy of your transcript(s) or NACES credential report must be submitted with your application. (See Supplemental Information Section) 

Transcripts must show that a degree in engineering has been conferred.

Substitution:

Current enrollment as an Engineer-Intern by the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors will substitute for the degree.

Engineer in Training II:

  • Current enrollment as an Engineer Intern by the Colorado Board of Registration for Professional Engineers and Professional Land Surveyors. You must provide your EI number on your application. 

Substitutions:

Registration as a Professional Engineer issued by the Colorado Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors may be substituted for enrollment as an Engineer-Intern. You must upload a copy of your PE license into your online application as verification of your registration as a Professional Engineer.

Unless substituting current Colorado registration as an Engineer in Training or a Colorado PE license or applying at the EIT II level only, a legible copy of your unofficial college transcript(s) or credential evaluation report that shows degree(s) conferred, your name and the name of the school must be submitted with your application. Transcripts from colleges or universities outside of the United States must be assessed for U.S. equivalency by a NACES educational credential evaluation service. Failure to provide a transcript or credential evaluation report may result in your application being rejected.

Conditions of Employment 

  • If you are selected at the EIT I level, you must provide a copy of your transcript showing that an engineering degree has been conferred by the date of hire as a condition of employment. 
  • It is a CDOT condition of employment that individuals hired to the class of Engineer-In-Training must obtain registration as a Professional Engineer by the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors within eight years of the initial appointment to the EIT classification.
  • Must pass a pre-employment screening which may include social security number trace, criminal records check, public court records check, educational records, and driving records checks. More information in the supplemental information section.
  • A current valid driver's license is required for this position as it requires operating a state or personal motor vehicle to perform one or more essential functions of the position.
