Project Summary:

The USAID/Ethiopia Learning Analytics Activity provides advanced, cutting-edge collaborating, learning, and adapting (CLA) support for USAID/Ethiopia’s Country Development Cooperation Strategy (CDCS) and its development objectives. The contract supports the Mission in planning, designing, conducting, disseminating, and learning from evidence on its development activities. It focuses on deliberate learning, with the intention of driving program results faster than traditional monitoring, evaluation, and learning (MEL) activities. The contract will also enhance the institutional capacity of host country and local partners to improve CLA capacity, their accountability and their use of evidence for programming, learning and adapting. This contract is a five-year project, ending in April 2028. MSI has been asked to conduct Third-Party Monitoring (TPM) of USAID Implementing Partners. The TPM work will cover USAID activities across Ethiopia and will include monitoring of humanitarian and non-humanitarian assistance.

Position Summary:

The Senior Monitoring and Evaluation (M&E) Specialist will work closely with the Director of Evidence, the TPM Coordinators, TPM Data Analysts, and the Deputy Chief of Party (DCOP). The Senior M&E Specialist will support the implementation of the project TPM work. The Senior M&E Specialist will work with key stakeholders (i.e., partners, Mission staff) and provide expert technical input and advice to design and strengthen performance indicators, set targets, collect program data, assess data quality, manage and analyze performance and context data, strengthen reporting, and learn from data. The Senior M&E Specialist will support training of USAID staff and implementing partners (IPs) on MEL concepts, processes, tools and systems. The Senior M&E Specialist will also be responsible for the management of training for local staff in data collection on outputs, outcomes, and in some cases, impact of projects.

Responsibilities:

  • Provide subject matter expertise and manage TPM of multiple development and humanitarian projects including data collection, processing, analysis, and reporting.
  • Coordinate with USAID IPs to plan data collection specific logistics including development of data collection instruments specific to humanitarian sectors and implementation modalities.
  • Following consultations with USAID and USAID IPs, develop the monitoring plan including site visit plans, specifying IPs, sectors, and modalities to be monitored.
  • Manage the implementation of a multi-pronged data quality assurance and control approach and work with the project team to improve the approach regularly.
  • Advise and provide expert technical input on quantitative and qualitative methods in performance monitoring tasks to the USAID Mission, IPs, local organizations, and government partners, including tasks such as designing sampling methods, designing data analysis plans, conducting data quality checks, analyzing data, and managing data collection datasets.
  • Contribute to the conceptualization, design, and facilitation of in-person and remote training, mentoring, and technical assistance in various formats to enhance MEL skills and practices for staff from the Mission, IPs, local organizations, and government.
  • Manage the assessment of IP’s MEL systems (in preparation for additional training/capacity strengthening). Based on the assessment, identify tailored solutions to increment MEL capacity and management of performance indicator tracking systems/databases for USAID Ips, and promote the use of technological innovations when conducting monitoring, such as tablets, smartphones, etc., particularly for local and small IPs.
  • Ensure all work is performed professionally and ethically while promoting a cohesive, positive working environment.
  • Assist colleagues with other MEL tasks, in other areas to balance workloads, such as compiling reporting documents, etc., when needed.

Qualifications:

  • Master’s degree required, preferably in the field of international relations, economics, political science, public policy, statistics, and/or other relevant fields.
  • Minimum seven years of relevant professional experience in the design and management of indicators, M&E plans, performance targets, data quality assessments, data collection, analysis, and reporting is required.
  • Academic or professional training in performance monitoring design and implementation, including data collection and analysis is preferred.
  • Experience in providing guidance in the development and updating of MEL Plans is required.
  • Experience with creating and managing performance indicator tracking systems/databases, using performance monitoring data for the improvement of ongoing project/activity management is required.
  • Proficiency and experience with Microsoft Excel and other data analysis software is required.
  • Fluency in Amharic and English required.
