Summary

The AVP, Deputy Program Executive, has broad authority for decision-making and staffing while managing the Quality Program and is responsible for providing leadership for successfully delivering capital & operating programs within the Bridges & Tunnels business Unit in MTA Construction & Development. Performs Quality Management function within broadly defined policies and objectives, including wide latitude to consider the development of plans, priorities, and processes to achieve goals.

Responsibilities

Responsible for successfully managing capital & operating project delivery within the Quality Program. 

Provide vision and leadership for cross-departmental capital & operating program management contracting strategies, policies, procedures, and processes.

Provide oversight for quality management and interfaces and partners with internal C&D Executive Managers, Consultant/Contractor senior management representatives, and other internal and external shareholders to identify and initiate new and/or changes to quality processes and requirements for capital & operating project management improvements.

Managed in-house inspection and testing programs by providing services to all bridge and tunnel facilities.

Provide oversight and guidance to staff in the resolution of Non-conformances and assist in ensuring that offsite fabrication activities are appropriately conducted.

Application and management of the Department's Internal Controls Program, which includes the development of Vulnerability Assessments, independent internal quality audits of Management Systems, and evaluation of corrective and preventive actions.

Ensuring that templates for the technical components of Design, Quality Oversight, and Construction (Including Design Build and Design Bid Build) Contracts are maintained and updated to reflect the needs of the Business Unit.

Provide assistance and guidance to staff as needed in connection with the interpretation and execution of Contract terms and conditions and claim analyses and resolution.

Provide advice and guidance to staff as needed in connection with Design Build and Design Bid Build Contracting methods to ensure optimum procurement outcomes are achieved.

Quality audits, oversight, outreach, and training, ensuring the C&D ISO 9001 registration continues to expand; and policy and procedure clearinghouse services, ensuring consistency and minimizing conflicting guidance, timely and effective oversight of external Consultant/Contractor activities and processes, awareness and training activities for internal C&D and external Consultant/Contractor personnel to enhance the effective implementation of quality processes and requirements.

Continuous improvement programs to drive critical changes and enhancements in response to customer feedback and lessons learned.

Coordinate program activities with the executive and senior leadership teams, C&D staff, contractors, consultants, MTA operating agency staff, and other stakeholders.

Ensure program activities follow established requirements and adhere to all relevant standards, guidelines, codes, regulations, policies, and procedures.

Ensure that safety and Quality are an integral part of program operations.

Manage and monitor progress against the agency and program goals and comprehensive document control and retention.

Manage staff selection, coaching, training, development, evaluation, and discipline/termination as needed.

Education and Experience

Bachelor’s degree in Engineering, Architecture, Construction or Project Management, Transportation, or a related field.

Masters in Quality Management preferred.

Must have a minimum of fourteen (14) years of related experience.

Must have a minimum of eight (8) years in a management or supervisory role and/or project/quality manager role in a large, multi-faceted organization.

Competencies:

Licensed Professional Engineer or Registered Architect preferred.

CQA/CQE or Exemplar Global Certifications preferred.

Significant experience in developing and implementing Quality Management Systems to meet established organizational goals and processes, including ISO 9001 Standard requirements.

Significant experience in project management for major construction projects or project controls with highly complex systems preferred.

Detailed knowledge of Contract development and management for Design Bid Build and Design Build Contracts preferred. 

Extensive knowledge in the development of Policies, Procedures, Guidelines, or Standards and the application of NY State DOT Standards is required.

Have expert knowledge of highway, bridge, and tunnel contractor and fabricator means and methods and Quality Control/Quality Assurance in the following areas: structural steel fabrication, erection, and bolting; production welding of structural steel both on-site and in fabrication facilities; structural concrete and shotcrete mix design, batching, delivery, and placement; pre-cast concrete fabrication; paving mix batch plant production and site placement rebar shop drawings, rebar bending and placement; earthworks, excavation, dewatering, underpinning and shoring; low and medium voltage installations and upgrades.

Substantial experience leading and managing contractors, subcontractors, or vendors.

Excellent communication and interpersonal skills.

Demonstrated ability to build relationships and work collaboratively with stakeholders at all internal organizational levels.

Demonstrated ability to work in a high-profile, high-pressure environment effectively.

Must have focus and ability to deliver results, organizational effectiveness, and continuous improvement.

Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements.

Must possess excellent team-building, listening, problem-solving, and prioritization skills.

Alternative Delivery experience preferred.
