To fulfill this mission the Office of Student Protections (OSP) and Title IX’s / Equal Opportunity Compliance Office (OSP/EOCO) responds to, investigates, resolves, and transforms cases related to interpersonal harm toward individuals with an actual or perceived membership of protected categories under federal law and the district’s nondiscrimination policy as well as other forms of harm impacting students

Job Summary: 

Under the direction of the Director of Compliance & Data, the Data Compliance Team Lead is responsible for ensuring that the District is in compliance with Title VI, Title VII, Title IX, and related laws, regulations, and policies as it pertains to the training of District employees as well as in handling of investigations. 

The Data Compliance Team Lead will be held accountable for the following responsibilities:

  • Lead a team of Data Analysts by assigning tasks, overseeing work, reviewing performance, and training new team members;
  • Support the professional development of team members and provide mentorship during their development; 
  • Partner with the senior leadership team to create goals and objectives for the data team with relation to the collection of case data and its utilization;
  • Develop and implement effective compliance programs to ensure the district’s compliance with Title VI, Title VII, Title IX, and all applicable federal, state and local laws, regulations, Board policies and labor contracts;
  • Advise senior leadership on the resolution of operational issues; 
  • Create, implement, and monitor the District’s compliance with the requirements and obligations to the U.S. Department of Education’s Office for Civil Rights (OCR); 
  • Collect and compile data for compliance needs, internal and external reporting, and other inquiries;
  • Prepare case statistics and sections of department reports to be presented to the Board;
  • Review team effectiveness and making recommendations for improvement of policies and procedures;
  • Identify opportunities for data exploration and additional uses of OSP data, both within OSP and in collaboration with other offices.
  • Cross-collaborate with other CPS offices and departments to track compliance with various training programs; 
  • Serve as the initial point of contact for other CPS departments with OSP data-related needs;
  • Coordinate the work of external vendors that support the department’s technology resources; 
  • Partner with subject matter experts from other CPS offices and departments to identify additional compliance needs and the necessary solutions; 
  • Audit processes, practices, and documents to identify additional compliance needs; 
  • Identify and implement operational improvements to streamline internal processes, increase efficiency, and improve services;
  • Assist with the alignment of all written procedures and content across units, both internally and externally, to present a consistent message to all audiences
  • Assist with the documentation of existing policies and procedures into written format; 
  • Develop, monitor, update and maintain educational and informational content on the CPS website and CPS Knowledge Center in partnership with the Communications Office, IT Department, and other departments;
  • Monitor related government regulations to recommend appropriate changes to internal procedures and policies; 
  • Assist with the training of employees on compliance procedures and related laws; and 
  • Performing additional ad hoc duties as assigned. 

In order to be successful and achieve the above responsibilities, the Data Compliance Team Lead must possess the following qualifications: 

Education Required: 

  • Bachelor's degree from an accredited college or university 
  • Master’s degree or Juris Doctorate preferred 

Experience Required

  • Minimum of three (3) years of compliance-related experience
  • Previous experience with anti-discrimination policies and laws, including Title VI, Title VII, and Title IX is preferred

Knowledge, Skills and Abilities: 

  • Ability to effectively manage a team and delegate responsibilities appropriately within that team, providing the necessary oversight to the work performed
  • Excellent writing skills, including the ability to write procedures and summary reports in a concise, organized, and logical manner
  • Exceptional interpersonal and verbal skills, including the ability to present information to audiences;
  • Training experience a plus
  • Spanish skills in writing and speaking a plus
  • Expert user of Microsoft and Google office suites
  • Refined judgment with the ability to manage highly sensitive and confidential information
  • Ability to guide data projects for the office from start to finish, and to bring projects to a close with minimal supervision
  • Ability to work in a fast-paced environment, respond immediately to multiple constituencies, and meet continuous critical deadlines
  • Ability to build relationships, establish collaborative partnerships, and work with a wide range of constituencies with diplomacy and tact
  • Skilled multi-tasker and excellent time-management skills
  • Ability to simultaneously achieve multiple goals and manage multiple projects
  • Excellent attention to detail and the ability to produce consistent high-quality work

Conditions of Employment

As a condition of employment with the Chicago Public Schools (CPS), employees are required to:

  • Establish/Maintain Chicago Residency - Employees are required to live within the geographic boundaries of the City of Chicago within six months of their CPS hire date and maintain residency throughout their employment with the district. The Chicago residency requirement does not apply to temporary/part-time positions, however, all CPS employees must be residents of Illinois.
  • Be Fully Vaccinated Against COVID-19 - Unless approved for a medical or religious exemption, all employees are required to be up-to-date on COVID-19 vaccinations, including boosters, and to submit proof of vaccination to the district within 30 days of hire. “Up-to-date” on vaccination is defined as being at least two weeks past all primary vaccine doses and any applicable boosters.
