Investigations Analyst (Insider Threat)

Duties

The incumbent serves as an Investigations Analyst within the Insider Threat Detection and Mitigation Branch (ITDMB) performing performing a mixture of routine, multiple, and varying assignments under the limited direction of a manager or more experienced technical analyst/specialist. Applies experience and detailed technical knowledge of Insider Threat inquiries and investigations in order to collect, analyze and share information. Typical duties include but are not limited to:

Analyze and assess lone and aggregated information provided to the ITDMB and recommend the appropriate response actions to mitigate insider threat concerns in accordance with Executive Order 13587, the National Policy, and FAA policies and orders.

Analyze referrals and alerts; make recommendations to the Insider Threat Working Group to mitigate potential insider threat issues. Maintains an understanding of other departmental Insider Threat programs and assists in the identification of tools and techniques to enhance FAA's program.

Collaborate internally and across FAA Lines of Business to identify new data sources for analysis that may point to insider threat activities. Research, propose, and evaluate new and existing plans, policies, and procedures concerning insider threat mitigation processes Effectively use the Insider Threat inquiry tracking system and conduct case management activities. Track statistics of work production and provide routine updates to management, or higher level analysts/specialists.

Conduct open source research and analysis through the use of various analytic tools, in accordance with established procedures and policies. Operate designated user activity monitoring tools and provide analysis of results applicable to the insider threat program. Write reports of insider threat analytic reviews, documented in accordance with established procedures and policies. Identify strengths, weaknesses or vulnerabilities in the program, assist in developing and recommending new or revised policies and procedures to correct deficiencies and/or address challenges. Ensure proper document marking, safeguarding of protected information, use of personnel access controls, handling of need to know criteria, and appropriate physical storage.

Responsibilities at the I-band:

The incumbent serves as an Investigations Analyst within the Insider Threat Detection and Mitigation Branch (ITDMB) (AXI-320). The incumbent works under the supervision of the ITDMP Manager while independently performing tasks and assignments related to Insider Threat with minimal technical supervision or oversight. Resolves most problems independently, but consults with the Manager when existing guidelines are not available or applicable to unusual or complex situations. Supports the implementation of the ITDMB and execution of all Insider Threat policies.

The incumbent applies experience and advanced technical knowledge of investigations to include collecting, analyzing, correlating, interpreting, and evaluating data related to Insider Threat activities. Typical duties include but are not limited to:

Operates technical analysis tools across all network systems in accordance with applicable procedures, adhering to legal and privacy guidelines. Maintains cognizance of other departmental Insider Threat programs and identifies tools and techniques to enhance FAA’s program.

Coordinates internal sharing and analysis of pertinent information and intelligence among internal program offices and organizations and external relationships with the intelligence community. Conducts formal and informal training on insider threat and national security information. Provides program briefings to internal stakeholders and external agencies.

May act as a point of contact to provide advice/guidance on processes and the application of FAA policies and procedures.

Prepares and conducts briefings and presentations to management, employee and other external customers.

To qualify for this position at the H-band: you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-G / FG/GS-5/7/9. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience includes: Experience working on Insider Threat inquires/assessments supporting a wide variety of matters of sensitivity and scope; evaluating allegations and analyzing evidence; preparing analysis reports and making recommendations.

3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree directly related.

To qualify for this position at the I-band: you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H / FG/GS-10/11/12. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience includes: Experience working in or with an Insider Threat Hub, supporting a wide variety of matters of extreme sensitivity, scope, and complexity; evaluating allegations and analyzing evidence; utilizing technical tools (e.g., user activity monitoring and/or user behavior analytics tools) and platforms for analysis; preparing reports; and making recommendations.
