Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Security Council Resolution 1325 (UNSCR1325, 2000) is the landmark resolution on women, peace and security (WPS) that links gender equality to the maintenance of international peace and security. WPS agenda is a significant international normative and policy framework, because it addresses the gender-specific impacts of conflict, political crisis, displacement, disaster, violent extremism, and mass atrocities on women and girls. Two decades and nine resolutions after, WPS agenda continues to expand its footprint in global policy making.

In the Philippines, UN Women has played a vital role in advancing the WPS agenda since 2015, including the support to advance the WPS normative framework at the national, regional and local levels, including the inclusion of gender and women empowerment provisions in the Bangsamoro Organic Law (BOL) and subsequently the establishment of the Bangsamoro Women’s Commission (BWC) in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). In close collaboration with other UN agencies in the Philippines, UN Women has been part of three Peace Building Fund (PBF) initiatives, including the implementation of the current PBF III jointly with UNFPA and IOM under the leadership of the UN Resident Coordinator Office (RCO). It also has a number of ongoing projects in BARMM with particular focus on capacity building and supporting women’s leadership and meaningful participation in conflict prevention, resolution and recovery in the Philippines as well as localization of the WPS agenda in BARMM Ministries and Agencies to expand space for engagement and participation of local women peace mediators, civil society and women organizations. In 2021, UN Women has established Women’s Peace and Humanitarian Fund (WPHF) in the Philippines in close collaboration with RCO. The WPHF is a flexible and rapid financing mechanism. It supports quality interventions designed to enhance the capacity of local women to prevent conflict, respond to crises and emergencies, and seize key peacebuilding opportunities in the Philippines. At the ASEAN regional level, UN Women also launched the regional programme, “Empowering women for sustainable peace: preventing violence and promoting social cohesion in ASEAN” (ASEAN-WPS project), which includes country-level implementation in the Philippines during the period of 2021-2025, given its prominent role in advancing WPS in the region. The programme will promote women’s participation in conflict prevention, resolution and recovery, and will support ASEAN to become a knowledge hub on WPS and lead the advancement of the WPS agenda in the region. Complementing with the ASEAN-WPS project, the Philippines WPS programme is also supported by the “Regional Framework towards Peaceful, Inclusive Societies: Advancing the WPS agenda and Inclusive Governance in the Asia-Pacific region 2023-2027” led by the UN Women Regional Office for Asia and the Pacific (ROAP).

Reporting to Philippines Country Programme Coordinator (SB5) with matrix report to the ASEAN Governance Peace and Security Regional Programme Lead (P4) in close collaboration with the ROAP Governance Peace and Security team, WPS and Humanitarian Action (HA) is responsible to coordinate all the projects/programmes under the growing WPS and related HA portfolio of UN Women Philippines Office, including management oversight of the new WPHF in close coordination with RCO. He/she exercises overall responsibility for planning, implementing, and managing UN Women interventions under the WPS portfolio in the Philippines to ensure overall coherence of all the projects at the national level and in BARMM. Under the direct technical guidance of the ASEAN WPS regional programme team based in Jakarta under the overall guidance of the Regional Advisor Governance Peace and Security, the Programme Specialist works to enhance synergies between regional and country levels to advance WPS. He/she will also work in close collaboration with the programme and operations team of UN Women ROAP and HQ, government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio. 

Duties and Responsibilities

1. Design and develop programme strategies in the area of WPS and Humanitarian Action (HA) 

  • Design and formulate programme/ project proposals and initiatives;
  • Draft inputs to country strategy documents, briefs, policy dialogue and other documents related to WPS and Humanitarian Action
  • Ensure synergies and coordination across all projects and programmes including coherent country level strategy, implementation and the use of resources across all non-core projects/programmes

2. Manage the overall implementation and management of the WPS and related humanitarian action programme

  • Finalize the annual workplan and budget and manage their implementation across all projects;
  • Manage the technical implementation of the programme/project; ensure synergies within WPS-HA and other teams;
  • Manage the submission of implementing partner financial and narrative reports;
  • Provide guidance to personnel and partners on Results Based Management tools and performance indicators;
  • Organize Project Steering Committee, project review and/or evaluation meetings, as needed.

3. Manage technical assistance and capacity development to project/programme partners

  • Manage the implementation of technical advice and guidance. Develop and implement technical tools, and initiatives
  • Build and manage relationships with national partners to support implementation and expansion of the WPS-HA programme; respond to any potential problems;
  • Identify capacity building needs of partners and lead the coordination of technical assistance, mentoring, training and capacity development initiatives to partners.

4. Manage the monitoring and reporting of the programme/ project

  • Manage the monitoring of programme/ project implementation and finances using results-based management tools;
  • Oversee field missions and review reports on monitoring missions;
  • Write quarterly reports and donor reports, focusing on results, output and outcomes;
  • Contribute to office donor and UN Women reports.

5. Manage the people and financial resources of the WPS-HA programme

  • Manage the programme budget and draft financial reports;
  • Supervise Programme Officer/Programme Analysts and or Technical Specialists; Mentor and coach personnel and conduct performance assessments;
  • Oversee recruitment processes, as necessary.

6. Build partnerships and support in developing resource mobilization strategies

  • Develop and implement partnerships and resource mobilization strategies;
  • Finalize relevant documentation on donors and potential opportunities for resource mobilization;
  • Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing.

7. Contribute to inter-agency coordination on WPS-HA to achieve coherence and alignment of UN Women programmes with other partners in the Philippines.

  • Provide technical support to the Philippines Country Programme Coordinator and the Deputy Regional Director on inter-agency coordination related activities by attending meetings, events, and participating in groups and committees as needed.
  • Coordinate with other UN agencies, government departments, donors, and NGOs to ensure the projects’ capacity development programme is harmonized and aligned with other in-country efforts.

8. Manage advocacy, knowledge building and communication efforts.

  • Develop and review background documents, briefs and presentations related to the WPS-HA;
  • Represent UN Women in meetings and policy dialogues on issues related to WPS-HA as necessary.
  • Develop advocacy strategies and oversee their implementation.
  • Identify best practices and lessons learned to guide programme improvement and strategy planning.
  • Develop knowledge management strategies, products, and methodologies on WPS-HA.

9. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required.
  • A first-level university degree in combination with three additional years of qualifying experience in the thematic fields of gender and peacebuilding may be accepted in lieu of the advanced university degree.
  • A project/programme management certification would be an added advantage.

Experience:

  • At least 7 years of progressively responsible work experience at the national or international level in design, planning, implementation, monitoring and evaluation of development projects.
  • Technical experience in WPS and/or addressing linkages peace and humanitarian action.
  • Experience in managing complex development portfolio of multiple project fundings is desirable. 
  • Experience coordinating and liaising with multi-stakeholder partners, including government agencies, civil society and women organisations and/or donors.
  • Experience working in the UN System is an asset.
  • Experience in leading/managing a team is an asset.

Language Requirements:

  • Fluency in English and Filipino is required;
  • Working knowledge of another official UN language (French, Arabic, Chinese, Russian or Spanish) is an asset.
