The UW Center for Environmental Health Equity (CEHE) is a newly established interdisciplinary center housed in the Department of Environmental and Occupational Health Sciences (DEOHS) at the University of Washington (UW) in Seattle as one of 17 centers in the EPA’s Environmental Justice Thriving Communities Technical Assistance Center (EJ TCTAC) Program. The Center will provide technical assistance to participants from Tribes and community-based organizations in Region 10 (Alaska, Idaho, Oregon, and Washington) with the overarching goal to strengthen participants’ capacity and effectiveness in applying to and successfully managing Environmental and Energy Justice (EEJ) grants and programs.

CEHE is building an outreach team—the Tribal Outreach Manager (Public Information Specialist (E S 8)) will become an integral member. The role of the Tribal Outreach Manager is to facilitate conversations and relationships with Tribes, tribal communities, and indigenous organizations that will support EEJ priorities. The Tribal Outreach Manager will be responsible for serving as the liaison between the center, Tribal nations, tribal consortia, tribal communities and indigenous organizations. They will be responsible for managing project activities including meetings, workshops, conferences, and activities with center personnel and program participants including tribal partners, in coordination with the CEHE’s outreach team and under the direction of the CEHE directors.

DUTIES AND RESPONSIBILITIES

Serve a liaison with Tribes and tribal/indigenous organizations (40% FTE)

Serves as a liaison for Tribal nations, tribal consortia, tribal communities, indigenous organizations and potential tribal technical assistant recipients for the Center.

Develop and maintain relationships with Tribal nations, tribal consortia, tribal communities and indigenous organizations.

Assist efforts through active listening, co-learning and co-production with interested Tribal nations, tribal consortia, tribal communities and indigenous organizations to identify EEJ priority actions and technical assistance opportunities for the Center.

Work with Tribal nations, tribal consortia, tribal communities and indigenous organizations, CEHE personnel, and CEHE partners to help communities receive technical assistance and capacity building support through CEHE.

Conduct engagement and outreach (40%)

Identify and participate in relevant tribal convenings, gatherings, and meetings related to CEHE activities.

Facilitate coordination among CEHE and its partners (within and outside of UW) to collaboratively provide engagement and outreach with tribal communities across the four-state region (Washington, Alaska, Idaho, and Oregon).

Coordinate intake for technical assistance and capacity building service requests with Center leadership, staff, and partners with the CEHE personnel.

Assist with technical assistance trainings in person, virtually, or other appropriate methods.

Contribute to outreach messaging through social media postings, website content, newsletters, blogs and other methods.

Contribute to Center functions (20% FTE)

Participate as a member of the Center outreach team contributing to overall strategic planning, development and implementation of communication strategies based on in-depth knowledge and active networks with impacted populations and partners; and serve as a member of the Center team in development of grants, reports, strategic aims and implementation, among other broader Center-related needs and output.

Assist with project scoping and identifying potential funding opportunities.

Provide input to CEHE based on technical assistance and capacity building needs of tribal communities and indigenous organizations.

Make recommendations for centering environmental justice in the activities of CEHE.

Attend and support event planning and implementation related to the Center.

Contribute to CEHE progress reports as needed.

Contribute to evaluation activities and share lessons learned from technical support to tribal communities in order to advance EEJ, including but not limited to insights on project scoping, building partnerships, identifying potential funding sources, developing grant proposals, and making recommendations for more inclusive approaches to this work.

Attend regular meetings related to communications, reporting on Center activities, and, at times, seeking and conducting collaborative projections.

Attend center meetings regularly and report on Center activities, and, at times, seek and conduct collaborative projects related to CEHE.

Attend regular external meetings to improve coordination for TA with external partners.

MINIMUM REQUIREMENTS

Bachelor’s degree in Communications, Ethnic Studies, Environmental Health, Public Health or related field.

Minimum of three years of experience managing programs/projects focused on environmental justice, and/or community outreach and engagement.

Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

ADDITIONAL REQUIREMENTS

Demonstrated excellent organizational skills to manage multiple projects and teams at the same time.

Capacity to manage workflow and competing deadlines independently; initiate, manage, and complete complex projects with minimal supervision; work effectively with diverse constituencies; and maintain attention to detail and process.

Successful community engagement and outreach experience with tribal communities and tribal community organizations within the EPA Region 10 states.

Understanding of tribal sovereignty and traditional/indigenous knowledge systems, and familiarity with tribal environmental programs.

Lived and/or working experience in and/or with communities around EEJ justice issues.

Excellent verbal and written communication skills including ability to translate complex and technical subjects to the public in easy-to-understand ways.

Experience in community engagement such as coalition building and outreach.

Experience building and sustaining relationships across multiple diverse communities.

Have understanding and confidence in discussing environmental and social justice, racism, and social and economic inequalities.

DESIRED QUALIFICATIONS

Capability to work effectively with diverse populations within academia, communities, and governmental agencies.

Experience providing technical assistance or capacity building support for tribal communities and organizations.

Understanding of environmental justice contexts in tribal communities for one or more of the states within Alaska, Oregon, Washington, and Idaho

CONDITIONS OF EMPLOYMENT

The position will require frequent travel to communities across the four-state region (Alaska, Idaho, Washington, Oregon). Ability to drive and a current driver’s license is required as a condition of the job.
