Job Description

Under general supervision, the Program Controls Administrative Engineer performs professional project controls engineering work including supervisory or lead duties. Overall, the successful candidate has attained a degree of technical excellence, as well as developed the ability to be flexible to fulfill described responsibilities.

Essential Functions:

  • Establishes and implements the project controls system including master and detailed cost loaded schedule; and a monitoring system that measures actual performance against planned performance.
  • Assists in the development and implementation of Program Controls policies and procedures.
  • Utilizes Primavera Project Planner (P6.2) scheduling software and prepares Monthly, Quarterly and Annual performance status Reports, and all other ad hoc reports required by Management.
  • Performs cost engineering duties including setting up system for cost control purposes, analyzing data, preparing, and analyzing financial reports using PeopleSoft data and E-time data.
  • Performs cost analysis to optimize use of appropriated funds based on cost data in P6, SOLIS and PeopleSoft.
  • Evaluates project’ spending plan, preparing cash flow projections, and generating request for release of funds.
  • Reviews and analyzes complex schedules for deficiencies and developing strategies to accelerate work and mitigate delays.
  • Provides construction CPM Scheduling support including reviewing and approving baseline schedules, monthly update schedules, revised/ recovery schedules, as-built schedules.
  • Prepares detailed analysis of the critical path, evaluating contractor's request for time extension, and reviewing estimates for change order and providing recommendation for entitlement.
  • Reviews staff work for accuracy and completeness before presenting information to the project team and management.
  • Supervises, trains, and evaluates assigned project controls engineers and schedulers working on complex projects.
  • Develops and maintains interpersonal and inter-organization relationships.
  • Meets highly aggressive deadlines while working on multi projects.

Class 5174 performs other related duties as required

Qualifications

Minimum Qualifications

Education: Completion of a four-year college or university with a baccalaureate degree in one of the major fields of engineering.

Experience: Six years of progressively responsible experience in the administrative, design, planning, and construction of engineering projects, including two years of responsible supervisory and administrative experience; or an equivalent combination of training and experience.

One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications: The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

Minimum five (5) years of verifiable Project/ Construction Scheduling experience preferably using Primavera Software (P6.2) or equivalent. Additionally, three (3) years of verifiable budgeting and cost control experience using cost data in PeopleSoft.
