Manager Office Administration (Cambodia)



  • Manages the daily operations of the Representative Office
  • Assists the Country Manager to ensure compliance of local laws and regulations including but not limited to labor, financial, health, corporate and taxation and to lead the office admin in accordance with the directions and policies of aSL.


    Key Responsibilities:


Administration services:


  • Manages end to end administration functions to ensure delivery of reliable and high service level including: fleet services and travel services for employees and visitors of the RO, expatriate relocation services.
  • Liaisons and works with local authorities to ensure all legal matters of RO are handled properly and in compliance with local laws and regulations.
  • Ensures office premises, equipment and facilities are properly maintained at high standard of efficiency and safety.

    Manages projects and priorities as defined by direct/functional manager.

  • Supports cross-divisional activities in the office.


Finance and Accounting:


  • Ensures compliance and transparency of accounting, reporting and supports budgetary control (managed by Vietnam office)
  • Oversees cash management activities together with good maintenance of domestic bank accounts.
  • Reviews and ensures all payments, SAP bookings are accurate and in align with aSL policies and guidelines.
  • Prepares Finance/Accounting reports for group reporting, management analysis, presentations and analysis.
  • Follows the Group’s tax compliance guidelines and manages the overall tax compliance governance of the LO together with aSL Taxation team.
  • Supports any internal and external audit request by providing all the information required.
  • Leads or assists ad hoc projects and analysis for management purposes and business improvements.




  • Manages and ensures cost effectiveness, most beneficial supplies and services purchasing for the RO by identifying and negotiating the best terms and conditions for office supplies & service providers  
  • Ensures all non-trade agreements/contracts, procurement procedures are processed and implemented with full transparency, compliance with Corporate Procurement and Finance policy.
  • Provides support and guidance on procurement procedures and policy implementation to other divisions within the RO.


Human Resources

  • Responsible for all HR administration activities including Labour contract, employment book, staff movement (in & out), onboarding, termination, NSSF registrations & management, staff data...
  • In charge for payroll calculation, insurance and Group insurance declaration and alignment with HRM in Vietnam for the payment. Support employees for the insurance claims if any.
  • Supports the foreign employees on employment topics such as visa/work permit , foreign quota and others.
  • Be the main local contact to work with local labor departments to manage labor topic in alignment with HR Manager.
  • Supports HRM in required topics.

    Knowledge Skills and Abilities:


  • Great interpersonal, presentation and communication skills
  • Highly organized, ability to identify and manage multiple priorities.
  • Strong analytical and quantitative skills.
  • Advanced knowledge of standard software applications (Excel, PowerPoint).
  • Fluency in English, Khmer and Chinese a plus.
  • Knowledge of Apparel/Footwear industry and manufacturing methods a plus.
  • Knowledge about the local labour Law and HR Activities


    Requisite Education and Experience / Minimum Qualifications: 

  • University degree majoring in Finance/legal/management
  • Minimum 4 years working experience with exposure in Sporting Goods industry and/or industrial relations/legal.
  • Manufacturing and/or equivalent experience in strategic project management a bonus.
  • Understand about HR process and have good knowledge about the Labour Law in Cambodia
