Working closely with Congolese communities and government leaders, PATH has been addressing some of the Democratic Republic of Congo’s (DRC) toughest health challenges since 2009. We apply our on-the-ground expertise and operational presence to support the Government of DRC (GDRC) to address HIV, tuberculosis, malaria, neglected tropical diseases, as well as reproductive, maternal, and child health. We also advocate at the national level to strengthen funding for essential health interventions, such as immunization, providing targeted technical assistance (TA) to build sustainable service delivery platforms and systems, including surveillance and data collection and reporting, and adapting and introducing innovative, low-cost technologies and evidence-based best practices, leveraging our relationships with funders, private industry, community-based organizations, and others for sustainable results. 

PATH is seeking a Deputy Chief of Party/Technical Advisor (DCOP/TA) for an anticipated five-year U.S. Agency for International Development (USAID)-funded project, which will work with the GDRC to deliver high quality, accessible HIV/AIDS services in focus health zones of Haut Katanga province to achieve HIV epidemic control. The project will scale up HIV/AIDS services, including prevention and HIV pre-exposure prophylaxis; testing services; enrollment in care and support services for HIV-positive clients; treatment of HIV-positive clients; and continuous engagement of clients on treatment and management of advanced HIV disease. The program will also support activities to strengthen the capacity of local sub-recipients; support the integration of HIV/tuberculosis services, family planning services, screening and management of co-occurring conditions, including other opportunistic infections, and noncommunicable diseases; as well as provide direct, comprehensive services for orphans and young children.

The DCOP/TA will be a senior technical expert responsible for technical oversight, technical quality, and programmatic efficiency of facility and community service delivery and continuous quality improvement (CQI) activities; this includes ensuring project interventions are aligned with required normative standards, guidelines, and priorities. The DCOP/TA will oversee the provision of TA, and coordinate with project leadership to ensure the execution of annual workplans and achievement of assigned annual targets, including advising on innovative service delivery and support models. The DCOP/TA will also provides policy advisory support and liaise with DRC counterparts (including the Programme National de Lutte Contre le SIDS, Programme National Multisectoriel de Lutte contre le Sida, Divisions Provinciales de la Santé, health zone management teams), USAID, and other cooperating partners/stakeholders on project implementation and TA provision. The DCOP/TA will assume the responsibilities of the Chief of Party in their absence, and serve as a secondary institutional liaison with USAID. The DCOP/TA will report to the Chief of Party, and will also supervise project technical and site-level staff.

Responsibilities

  • Responsible for coordinating, deploying, and delivering project TA to service providers/delivery points ensure that project activities are aligned with national service delivery requirements and President’s Emergency Plan for AIDS Relief (PEPFAR)/USAID technical standards; this includes overseeing CQI and other quality assurance activities to inform development and implementation of quality improvement plans and conducting frequent site visits to service delivery points to monitor service delivery and quality and deliver TA.
  • Leads development of annual workplans aligned with USAID and Mission priorities and coordinates with senior project leadership to successfully execute annual workplans in a timely and cost-efficient manner; this includes working with the Director of Finance and Administration to leverage costing and expenditure data to identify efficiencies and cost-effective interventions.
  • Coordinate with the Director—Monitoring, Evaluation, and Learning to monitor progress against established project indicators and ensure achievement of quarterly and annual targets, including leading weekly and monthly performance monitoring discussions; this also includes advancing the project learning agenda by working with technical staff to gather and analyze data to answer identified learning questions and supporting the development of materials to disseminate findings(e.g., briefs, conference abstracts, publications, presentations etc.).
  • Partners with the Chief of Party and senior project leadership to ensure all project reporting requirements are met; coordinates development of required project reporting, including annual and quarterly reporting.
  • Drives development of all project-related implementation guidelines, tools, training materials, and other items, including coordinating with provincial and health zone counterparts to review and validate developed materials.
  • Mentors technical staff to develop and test innovative service delivery and support models and strategies to efficiently and effectively achieve project objectives and targets and maximize impact towards epidemic control.
  • Serve as a project representative on relevant technical working groups, meetings, or other discussions convened by USAID, GDRC, or other forums; make and maintain strong working relationships with provincial and health zone stakeholders and other relevant stakeholders benefiting project activities.
  • Assume the responsibilities of the Chief of Party as requested and needed.

Qualifications

  • Medical degree or graduate degree (Master’s or higher) in public/global health, epidemiology, or related field.
  • Minimum of 10 years of progressively senior work experience on HIV (preferably PEPFAR) programming, with at least 5 years in a senior/project leadership role, showing demonstrated ability to coordinate and manage complex programs while successfully meeting established project milestones. Experience with USAID programing and reporting required strongly preferred.
  • At least 5 years of demonstrated experience overseeing programming in the following areas: HIV prevention, testing, treatment, and care; orphans and young children, quality improvement/quality assurance; and health systems strengthening.
  • Proven experience in developing, rolling out, refining, and scaling innovative and cost-efficient interventions in support of HIV epidemic control.
  • Demonstrated leadership, strategic planning, and technical skills in HIV/AIDS programming, including clinical programs; strong knowledge and competencies in state-of-the-art HIV, OVC, adolescent, and pediatric service delivery approaches.
  • Ability to liaise with and maintain effective working relations with senior GDRC personnel, international and community organizations, civil society, and U.S. Government Agencies.
  • Demonstrated competency in managing geographically dispersed teams, effective and rapid decision-making, and diplomacy/interpersonal skills.
  • Supervisory experience, including direct supervision and performance evaluation of professional staff.
  • Full professional proficiency in English and French, with excellent verbal and written communication skills.
