1. Purpose of the Consultancy
To provide technical support to the International Consultant in charge for the designing and implementation of the Malaria Programme Review (MPR2026), liaise with national actors and facilitate the close collaboration with the health authorities.
2. Background
Malaria programme reviews (MPR) are periodic, joint collaborative evaluations of National Malaria Control programmes. The aim is to review the operational performance in the delivery of malaria control interventions, in order to inform the development of the new National Strategic Plan (NSP 2027-2030) and guide its implementation to reduce morbidity and mortality. Programme performance is reviewed to identify achievements in outcomes and impacts, best practices and lessons learnt. Critical issues, problems and the causes of the problems will also be highlighted. The MPR is critical background for effective planning in the National Malaria Control Programme (NMCP).
The country authorities will convene partners in a joint consultation in the process of the malaria programme review, where WHO will provide the technical background, coordinate contributionsfrom programme officers, experts and partners, guide the discussion, consolidate the outcomes, and design the workplan for the MPR and subsequent development of the strategic plan. WHO is recruiting one international consultant to lead this process and develop a final MPR for Somalia and one National Consultant to assist and facilitate the process.

4. Work to be performed
Output 1: Provide support to Int. Consultant in the Malaria Programme Review (MPR), from analysis to final report.
Deliverable 1.1: Support the document review of: 1- the implementation of recommendations from the previous MPR 2019, and 2- the implementation of the National Malaria Strategic Plan 2021-2026 through desk review of plans and reports, to assess progress toward national, regional and global targets.
Deliverable 1.2: In collaboration with international teams and MPR secretariat, contribute to the development of:
Deliverable 1.3: Participate in the filed reviews in selected areas of the country and contribute in development of report from the field visits. Deliverable 1.4: Organize and facilitate stakeholders’ workshops.
Deliverable 1.5: Support the international consultant and the MPR review secretariat to finalize the MPR report by compiling the results of the desk review, the findings from field visits, the outcomes of consultative workshops, and any other elements collected according to the MPR protocol.
5. Specific requirements
Minimum first university degree for lower end of range in medical parasitology, infectious disease, epidemiology.
5 to 6 years of relevant experience in the field at national level with proven experience for malaria programme management.
High level of experience in the field of malaria programme management Very good analytical skills
Somali language. Expert level.
English language Expert level.
6. Place of assignment
Mogadishu, Somalia, with travel within the country as required by the assignment for field work.
7. Medical clearance
The selected Consultant will be expected to provide a medical certificate of fitness for work.

Purpose:

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance. Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
