POSITION MANDATE

Resonance seeks a Deputy Chief of Party (DCOP) for the anticipated five-year USAID-funded Feed the Future Aquaculture Development Activity. This Activity will aim to increase aquaculture productivity for better income and nutrition of rural households by adopting technologies and improved management practices on aquaculture; strengthening market linkages by engaging market actors; and adoption of nutrition related behaviors for better consumption of fish products. 

The DCOP will work closely with and report to the Chief of Party (COP) to provide technical oversight for the Activity and will be responsible for directly overseeing and managing the technical team. 

OUTCOMES / ESSENTIAL FUNCTIONS

  • Provide technical oversight for the Activity including development and implementation of annual work plans and reporting in coordination with the COP. 
  • Manage the development, design, and implementation of all Component-led interventions.
  • Manage short- and long-term technical assistance (STTA), including the development of their scopes of work (SOWs) and ensuring the deliverables are accurate, well-written, and meet expectations.
  • Provide oversight of the Activity’s key performance indicator progress and achievements. 
  • Represent the Activity in meetings with the private and public sector stakeholders as requested by the COP.

REQUIRED EDUCATION & EXPERIENCE

  • Master’s degree or higher in agriculture, aquaculture/fisheries, business administration/management, development economics, international development, or other relevant discipline. 
  • 5+ years of relevant, progressively responsible technical management experience for donor-funded activities of similar scope and budget. 
  • 7+ years of demonstrated experience and proven track record of implementing and/or managing activities focused on aquaculture or fisheries development. 
  • Technical expertise that spans the subject areas covered by the Activity, including aquaculture technology and productivity, nutrition-sensitive approaches, market systems development, gender and social inclusion. 
  • Demonstrated experience effectively backstopping and supporting technical teams as well as STTA.
  • Fluency in Bengali/Bangla.
  • Excellent written and oral communication skills in English.

PREFERRED EDUCATION & EXPERIENCE

  • Strong network of government, NGO and civil society, donor, and private sector in Bangladesh and/or the South Asia region.

TRAVEL EXPECTATIONS 

The employee must be able to travel domestically and/or internationally and up to 35% for work assignments. 

WORK ENVIRONMENT & PHYSICAL DEMANDS 

This position operates in a professional office environment, and routinely requires the use of standard office equipment such as computers, phones, printers, photocopiers, and filing cabinets.

As a part of the responsibilities for this job, the employee is required to communicate, detect, converse with, discern, convey, express oneself, and exchange information orally and in writing with others. The employee must be able to remain in a stationary position, sitting at a desk for prolonged periods, move or traverse inside the office and facilities; operate, activate, use, prepare, inspect, place, detect, or position computers and other office equipment, such as a calculator, copy machine, furniture, and computer printer. The employee must be able to make substantial repetitive motions of the wrists, hands and fingers. The employee must be able to lift and move up to 15lbs at times. 

WORK AUTHORIZATION / SECURITY CLEARANCE

Must have work authorization in Bangladesh.
