What Will You Be Doing?

The Regulatory Compliance Manager is responsible for written communication between Frontier Airlines and the regulatory authorities_ Oversees and communicates documentation regarding FAA Requests for Information, Letters of Investigation, Compliance Action Letters, General Communication Letters and review of Self Disclosures- The oversight will include tracking responses assembling comp fixes and reporting to the Director of Safety with a dotted line to the Director of Operations all responses prior to committing a response to the regulating authority.

Essential Functions

The Regulatory Compliance Managers responsibilities include, but are not limited to:

  • Managing liaison and point of contact with regulatory agencies concerning Frontier Airlines
  • Track and monitor timely responses to the FAA for Compliance Actions and VDRPs
  • Hold Operational Departments accountable for accuracy, timeliness of deliverables associated with regulatory noncompliance.
  • Review regulatory procedures as applicable to Flight Operations, Inflight and Airport Customer Service policies and procedures implemented by Frontier Airlines
  • Interface internally with the SMS and IEP groups to ensure policies and procedures are adhered to as well as improving the effectiveness of safety oversight.
  • Represents Frontier Airlines at Federal meetings and seminars.
  • Manages the submission of forms and reports to the regulatory agencies.
  • Manages the Voluntary Disclosure Reporting in accordance with AC 00-58 (latest revision) 
  • Effective liaison and Point of Contact (POC) with regulatory agencies concerning the VDRP.
  • Managing the submission of correspondence and reports to regulatory agencies by Regulatory Compliance Employees in response to issues identified through VDRP.
  • Aid in implementing policy and procedure changes and to initiate changes in policies and procedures to improve the effectiveness of the VDRP.
  • Requesting project extension from the appropriate Regulatory Agency upon notification from the involved Director(s), of Safety or Operations.
  • Monitoring the effectiveness of the processes and procedures for effective response to Regulatory Agencies in the event of an LOI or other regulatory agency inquiry and for amending those processes and procedures where improvement is indicated.
  • Coordinate with operating divisions on regulatory responses and ensuring consistent processes as well as timelines are adhered to.
  • Provide regulatory guidance for Flight Operations, Inflight and Airport Customer Service related regulations such as 14 CFR Parts 21, 25, 43, 45,and 121 
  • Provide VDRP guidance in operational departments, ensure that personnel within the department including themselves, are properly trained, qualified, and that they are current to perform assigned tasks.
  • Engage with Operational Department training groups to ensure standards are maintained.
  • Other Duties As assigned by the Director of Safety or Operations

Authority

  • Monitor, and assist in modifying departmental procedures to effect positive change where deficiencies are identified through the VDRP.
  • Schedule and chair meetings with 119 personnel, Department Directors, Interdepartmental Sr. Managers and Managers for responses to compliance action letters or other correspondence with the regulating authorities for final resolution.
  • Delegate to departmental heads any required compliance responses needed to fully answer FAA correspondence.
  • Has authority for overall liaison actions with regulatory authorities, original equipment manufacturers (OEM), and other operationally relevant external entities after interdepartmental review.

Qualifications

  • Bachelor's Degree in database management, technical business solutions, statistics, airline management - preferred; combination of relevant education and experience considered in lieu of degree.
  • 2 years of practical experience related to maintenance of large commercial or military aircraft - preferred
  • Minimum of 3 to 5 years of experience in airline maintenance, engineering and/or aircraft records - preferred
  • Minimum of 3 to 5 years of experience researching and interpreting CFRs and other FAA documentation (ACS, ADS, Orders, Notices, FAA Handbook) - preferred
  • Experience working with the FAA - preferred.

Knowledge, Skills and Abilities

  • Knowledge of Code of Federal Regulations and FAA documentation (Advisory Circulars, FAA Orders, Notices, TCDS)
  • Superior analytical, problem-solving and communications skills
  • FAA A&P License or ATP preferred.
  • Must demonstrate behavior that portrays the company core values of Safety, Respect, Trust, Collaboration, Value and Passion while communicating with personnel and acting on behalf of the company.
