STRATEGIC LEARNING ADVISOR, SOMALIA

CARE seeks a Strategic Learning Advisor (SLA) for the anticipated USAID-funded Resilience Food Security Activity (RFSA) in Somalia to improve and sustain the food and nutrition security of vulnerable populations. This Activity will work at the individual, household, community, and institutional levels to address the underlying causes of food insecurity and malnutrition and strengthen transformative opportunities. The Activity is intended to strengthen resilience in populations vulnerable to acute, chronic hunger, and malnutrition; recurrent shocks, stresses, and crises; and to reduce the need for ongoing or future emergency food assistance.

The Advisor will work closely with all staff to ensure principles of Collaborating, Learning and Adapting (CLA) are applied, including but not limited to scenario planning, Theory of Change (TOC) use and refinement, and on-going pause-and-reflect opportunities. The Advisor will play a pivotal role in ensuring the efficient and effective implementation of various humanitarian and development activities within the targeted geographic areas in Somalia.

This activity is expected to be a five-year program in the $60-80 million range.

This is a Key Personnel position, subject to USAID approval. It is also subject to project award and funding. National candidates are encouraged to apply. This position will be based in Mogadishu. This is an unaccompanied post location.

Responsibilities:

  • Ensure the Activity includes active, intentional, and adaptive learning within and across components of the graduation approach, and play a critical role in incorporating refinement activities and learning into implementation.
  • Enhance coordination, complementarity and coherence of activities involving the target population(s), including toward the improvement of linkages across the HDP nexus.
  • Improve community engagement, peer-to-peer learning, knowledge capture, sharing and application, activity-based capacity strengthening, and evidence and data utilization in support of adaptive management both within and beyond the Contextualization Period.
  • Ensure the application of CLA principles across all activities. This includes scenario planning, Theory of Change (TOC) use and refinement, and facilitating ongoing pause-and-reflect opportunities.
  • Establish and manage dynamic feedback systems to capture experiential learning and unintended consequences.
  • Lead participatory learning and action processes and facilitate collaborative problem-solving activities.
  • Regularly report on progress and challenges, ensuring clear communication with all project stakeholders.

Qualifications:

  • University degree required.
  • Minimum seven years of relevant work experience with multi-sectoral programs at least five years of which must be in the Horn of Africa, with preference for experience working with Somali communities.
  • Demonstrated experience in facilitating learning and knowledge sharing processes, establishing, and managing dynamic feedback systems to capture experiential learning and unintended consequences, leading participatory learning and action, and facilitating collaborative problem-solving.
  • Excellent management, interpersonal, facilitation, monitoring skills, and the ability to network and communicate with a wide range of stakeholders and field experience in low resource environments.
  • Demonstrated commitment to principles of Gender Equity, Diversity, and Inclusion, as evidenced in previous management positions and programming.
  • Demonstrated commitment to Prevention of Sexual Exploitation and Harassment (PSEAH).
  • Fluency in English required (spoken and written).
