Overview

  • This position is physically located in Kuwait in support of LOGCAP***

Under the general direction of the Executive Director of PMO, LCV, and reporting to the Sr. Task Order Manager and Task Order Managers this position is responsible for maintaining an integrated system of financial services that contribute to cost effective accounting management control over the project financial reporting records. Supervise the project controls section associated with the LCV Kuwait/APO and LCV Qatar Task Orders to provide accurate, timely, and reliable services and reports. Services include project controls, EVMS, budget analysis , forecasting, cost analysis, and active participation in the overall accounting period close planning, financial accounting reconciliation and analysis, and cost reporting.

  • Exercises responsibility over Project Control areas of the LCV Kuwait/AP and LCV Qatar Task Orders including development of graphs, schedules, analytical reviews, and cost reporting for presentation to Management
  • Forecast, control, and report project costs accurately
  • Provide Trend analysis of actual expenses and completion reports to including the review all project costs incurred by WBS, by cost element to provide , calculate future costs based on labor, material price changes, subcontract
  • Lead team in variance analysis for project variances by cost element and PWS
  • Lead in development of accurate estimates to complete by PWS and cost element
  • Conduct Risk analysis monthly and be able to provide risk mitigation COAs to ensure no cost overruns.
  • Responsible for project risk control and cost control
  • Ensures that all financial reporting activities to the customer for the program are thoroughly and timely prepared and reviewed and that all reports are in compliance with appropriate financial standards and company requirements.
  • Monitors actual vs. budget/forecast ensuring financial statements provide a realistic view of the programs financial position.
  • Oversee, supervise, and assist in training the staff in all areas of Project Controls and EVMS.
  • Develop and monitor key project metrics and perform quality control reviews.
  • Other financial-related duties including: consulting with senior management and other functional managers regarding financial-related activities; develop and implement financial controls; conduct financial
  • reviews of program areas; prepare and analyze various financial reports; develop and monitor performance metrics for financial management, and; other duties as required
  • Responsible for monthly Earned Value Management System (EVMS) like reporting in accordance with LCV program standards and formats for the LCV Kuwait/AP and LCV Qatar AOR.
  • Lead team in Tracking, monitoring, forecasting, and reporting the progress of DPW Projects on a regular basis from notice to proceed thru to completion.
  • Provide analytical data support to the Control Account Manager for the Materials, Equipment, and Other Direct Cost Budget.
  • Ensure the timely and accurate completion of deliverables. to include bi-weekly OT Forecasts, Quarterly OT Forecasts and related monthly analysis, bi-monthly Cost Variance Report CDRL submission,
  • and support in the Quarterly Impact Study CDRLs
  • Performs other job duties as assigned.

Qualifications

  • Minimum Qualifications: Education/Certifications: One-year related experience may be substituted for one year of education, if degree is required.
  • Bachelor's degree in business, accounting, finance or economics.
  • Must be able to obtain a CAC Card
  • Must be able to obtain a Host Country Driver's License
  • Experience:
  • Twelve or more years of experience in accounting and finance including Financial Analysis and Project Controls.
  • Experience in operations with multiple locations is preferred.
  • Project Controls and EVMS experience is required.
  • LOGCAP Project Controls experience required.
  • Skills:
  • Excellent organizational and multi-tasking skills are essential.
  • Strong working knowledge of automated financial systems and proficiency with database and spreadsheet software, able to motivate others and ensure deadlines are met.
  • Specific knowledge regarding cost accounting data within financial systems is required.
  • Understand of Earned Value Management System principals.
  • Work in a fast-paced environment and able to handle multiple priorities simultaneously.
  • Supervisory Responsibilities:
  • Manage the Project Controls department.
  • Working Environment:
  • Works in a general office environment. However, duties may involve the conduct of work in the out of doors with a potential exposure to extreme climatic conditions.
  • Some travel may be required.
  • Working Environment:
  • The worker is subject to extreme heat. Temperatures above 100 degrees for periods of more than one hour. Consideration should be given to the effect of other environmental conditions, such as wind and humidity.
  • The worker is subject to hazards. Includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals.
  • The worker may be required to spend extended time in a computer room environment.
  • Physical Activities:
  • Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
  • Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
