Overview
Jhpiego seeks a country program manager (CPM) in Malawi. The CPM provides vision, leadership and direction to ensure the strategic, programmatic, technical, and financial integrity of Jhpiego’s programs in Malawi. This includes guiding the strategic planning, design, and implementation of country programs and achieving the planned results. The CPM will be an effective manager and lead his/her team through changes to business processes, systems and technology, job roles, and organization structures. A high degree of demonstrated technical expertise and excellent communication and management skills are essential for this position.
The CPM works closely with MOH and relevant Government stakeholders and partners in Malawi s to streamline efforts and ensure project complementarities. S/He serves as the primary point of contact for donors, stakeholders, and partners and is responsible for managing relationships and collaboration with international and local partners. The CPM also ensures timely and cost-effective project implementation, activity reporting, and project deliverables.
Responsibilities
Strategy/Business Development/Strategic Partnerships
- Proactively identify funding opportunities for Jhpiego Malawi that align with broader country development goals and Jhpiego’s mission.
- Develop and write strategic concept notes based on potential and existing funding opportunities.
- Serve as design lead for larger complex opportunities; including identifying key strategic partnerships for opportunities
- Proactively meet with funders- government, public and private to generate new business.
- Represent Jhpiego’s business development interests at relevant meetings, events and within donor-specific networks
- Oversee pre-solicitation proposal preparations and bid planning including teaming, bid strategy, development of win themes, contribute to technical design and capacity statements.
- Identify relevant organizations to partner with, including public, private sector and local implementing partners
- Work closely with supervisor and Strategic Growth & Partnerships Team (SGP) to provide regular analyses of and contribute to in-country SGP opportunities.
Program and Technical Excellence of Existing Programs
- Serve as Project Director or other senior project management role
- Provide leadership and strategic direction to ensure the programmatic and financial integrity of the project and to ensure all project deliverables are met on time, scope and budget.
- Maintain strong relationships with donors in-country and escalate any potential issues.
- Ensure that Jhpiego’s project management approaches and tools are utilized in management of projects including risk management plans.
- Ensure that all activities are technically sound, evidence-based, and responsive to the needs of Malawi, its people, and donors.
- Oversee the quality, preparation, and timely submission of project reports and workplans to donors.
- Mentor, support, supervise, and manage the project’s clinical, technical, program, and administrative staff, and align their efforts to ensure rapid and responsive results.
- Work with finance, program and M&E staff to develop and track portfolio and project budgets, deliverables and targets; and oversee status of procurements.
- Promote cost efficiency and cost effectives across programmatic and operations areas.
- Work closely with Jhpiego global technical and program staff to drive efficient and compliant program operations.
Office Management & Compliance
- Take concrete steps to create or promote a safe, respectful, harassment-free work environment.
- Mentor, support, supervise, and manage a team of highly qualified staff and align their efforts to ensure rapid and sustainable results, including promoting a culture of meritocracy and high performance amongst staff.
- Ensure that annual staff evaluations are conducted timely and support professional development for staff.
- Ensure that the Jhpiego Country Office is:
- Compliant with all local laws
- Registration is current.
- Annual statutory audits and financial reports have been completed and filed with the appropriate agencies.
- Met all legal requirements for filing reports, withholding and remitting income taxes for all local staff, expat staff, TCNs, consultants and vendors, and work permits for ex-pats and TCNs retained by the Field Office
- All findings from prior audits/reviews have been corrected or are being corrected according to the timeline in the action plans.
- Has complied with Jhpiego’s policies, procedures, and practices related to financial reporting and internal controls.
- Has complied with donor policies and procedures for management, technical, programmatic, financial, and human resources.
- Report any incidents regarding:
- Violations or possible violations of laws or regulations by the Field Office.
- Legal actions against the Field Office or Jhpiego
- Other duties as assigned by the supervisor/ deemed necessary.
Required Qualifications
- Advanced degree – Health Science degrees (MD, BSC in Nursing, etc.); master’s degree in public health, health administration, international health or a related field at minimum.
- Previous experience serving as COP/project director or DCOP/senior-level management.
- 9 - 10 years' experience successfully managing large, multi-partner, multi-year international health sector development projects.
- Progressively responsible professional development experience, a significant portion must include managing health projects in a developing country, with several years including general management experience.
- Demonstrated experience and knowledge in establishing project systems and overseeing project start-up and close-out.
- Demonstrated experience in institutional capacity development/systems strengthening in public health and in working effectively with a broad range of counterparts, including high-level government officials and organizations.
- Strong communication skills, including interpersonal, and presentation to fulfill the position's diverse technical and managerial requirements and to coordinate effectively with a wide range of stakeholders.
- Previous experience working in Malawi, with an intimate understanding of the health care system and solid relationships at government agencies.
- Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving project needs;
- Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USG, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector;
- Excellent skills in facilitation, team building, and coordination.
- Excellent verbal, written interpersonal and presentation skills in English.
- Ability to coach, mentor, and develop technical capacity in regional and national projects and technical staff.
- Proficiency in word processing and Microsoft Office; and
- Ability to travel nationally and internationally up to 40% of the time.
