Introduction

The Ministry of Health in Jordan, with funding from the United States Agency for International Development (USAID), is carrying out a national campaign to orient health care providers (HCPs) about Continuing Professional Development (CPD), a fundamental component to improve the competencies and knowledge of health care professionals in Jordan.

Background: 

Continuing Professional Development (CPD) is an essential component in the improvement of health care systems, ensuring that health care professionals stay abreast of the latest advancements, best practices, and innovations within their respective fields. In the context of Jordan's health care landscape, CPD plays a crucial role in maintaining high standards of care, promoting patient safety, and fostering professional growth among health care practitioners.

The Ministry of Health has embarked on a proactive campaign to orient and educate health care providers across the country about the significance of continuous learning and development within their professional journey. This campaign is the 1st in three waves of campaigns that seek to raise awareness about CPD and its direct correlation to improved patient outcomes, ultimately aiming to create a culture of continuous learning and advancement within the health care sector.

Objective of the Campaign: 

The primary objective of this campaign is to disseminate accurate and relevant information regarding CPD to health care professionals in Jordan. By fostering a comprehensive understanding of CPD principles and encouraging active participation in professional development activities, the campaign strives to elevate the overall quality of health care services and promote a culture of excellence and growth within the sector.

The campaign's 1st wave marks the initial step in this transformative journey, leveraging targeted communication strategies, educational materials, and innovative tools to engage and educate health care workers about CPD. As the ministry progresses to the 2nd wave of this campaign, it is essential to conduct a rigorous qualitative assessment to gauge the effectiveness of this approach, understand health care professionals' perceptions of CPD, and ascertain the impact of the campaign's tools and channels.

The USAID-funded Local Health System Sustainability Project (LHSS) supports the Government of Jordan’s efforts to institutionalize the mandatory CPD system to improve health care professionals’ competencies to deliver quality health services.

In collaboration with the Ministry of Health (MOH), the project is developing the capacity of relevant MOH departments and key national institutions to lead and manage all CPD activities.

Scope of Work: 

In this context, the USAID-funded Local Health System Sustainability Project in Jordan is seeking a proficient consultant to undertake a qualitative assessment of the 1st wave of MOH campaign implemented through its CPDP Project . The assessment will encompass structured focus group discussions with health care workers, delving into their understanding of CPD and their perceptions of the tools and materials employed during the 1st wave of the campaign. The insights and recommendations derived from this assessment will play a pivotal role in shaping the strategies and initiatives for the upcoming wave of the campaign.

This TOR outlines the necessary tasks, responsibilities, and expectations from the chosen consultant, who will be an integral part of this critical initiative aimed at fortifying the health care sector in Jordan through informed and strategic campaign planning.

Qualitative Research Objectives:

1. To measure the level of understanding of CPD among health care professionals in Jordan and identify trends, patterns, and common themes related to their understanding of CPD and their perception of the campaign tools and materials.

2. To assess the effectiveness of the tools used during the first wave of the campaign via the assessment of health care professionals in Jordan of these tools as well as the materials used during the 1st wave of the CPD campaign.

3. To provide recommendations for the second wave of the campaign, including concrete steps and considerations based on the assessment of the 1st wave.

Qualitative Research Questions:

  1. What is the level of understanding of health care professionals in Jordan about (CPD)
  2. How do the HCPs evaluate the tools and materials used during the 1st wave of the CPD campaign?

Expected Tasks

The consultant will be responsible for the following tasks:

1. Desk Review: 

Conduct a thorough review of the campaign materials and tools used during the 1st wave of the CPD campaign. Also, the consultant will review BTL campaign reports and any other CPD relevant document to understand the background and context.

2. Structured Online Survey (Individual Perceptions): Total 250 (disaggregated by specialty)

Develop a structured questionnaire to be used in interviews with health care workers to:

  • Gauge their understanding of Continuing Professional Development (CPD).
  • Assess their perception and feelings about the tools and materials used during the 1st wave of the campaign.

The sampling structure will be consisting of (250) participants who will be surveyed, divided as below:

  • Total of 120 participants, disaggregated by specialty except the allied, 30 per each specialty.
  • Total of 130 participants from the allied specialties (41 specialty, around 3 participants from each).

3. Focus Group Discussions (Group perception): Total 6 (disaggregated by specialty)

Conduct six focus group discussions with health care workers from different specialties to gather qualitative insights and feedback on the campaign and CPD understanding to:

  • Gauge their understanding of Continuing Professional Development (CPD).
  • Assess their perception and feelings about the tools and materials used during the 1st wave of the campaign.

4. Data Analysis: 

Analyze the data collected from the focus group discussions and identify trends, patterns, and common themes related to CPD understanding and campaign tool perception.

5. Report and Recommendations: 

Prepare a comprehensive report summarizing the findings of the assessment, including:

  • Analysis of health care workers' understanding of CPD.
  • Feedback and perception of the tools and materials used during the campaign.
  • Recommendations for the 2nd wave of the campaign, including concrete steps and considerations based on the assessment of the 1st wave.

Qualifications:

  1. BSc or masters degree in relevant field such as statistics, business administration or research studies. 
  2. At least 10 years of demonstrated experience in qualitative assessment methodologies.
  3. Sound background and familiarity with the health care sector in Jordan and in evaluation of campaigns
  4. Knowledge about Continuing Professional Development (CPD) System in Jordan is preferable. 
  5. Strong analytical and report-writing skills.
  6. Fluent in English and Arabic.

Reporting: 

The consultant will report to the MEL Advisor with backup by Communication and Advocacy Advisor.
