Portland Community College (PCC) is seeking a Program Manager for the Apprenticeship Department. Apprenticeship is an important modality that allows students to earn a living while they learn. The interest in apprenticeships is growing at an amazing rate with many non-traditional apprenticeships being created in the state of Oregon.

The Program Manager position provides an exciting opportunity for a collaborative and visionary leader to work closely with the college, Joint Apprenticeship Training Committees (JATC), state agencies like Oregon’s Bureau of Labor and Industries (BOLI) and Industry Members. Internally, faculty and deans will look to this role to help with curriculum recommendations and alignment with state requirements. The position will lead a team to support and grow existing apprenticeships and explore new opportunities in non-traditional areas. The Apprenticeship department partners with five external JATCs and manages seven apprenticeships in Industrial Trades. Additionally, PCC is the educational provider for several JATCs within the state.

The Program Manager must bring a strong record of leadership, project management, and a commitment to championing the value of apprenticeship that supports access to family-wage careers. It will be critical for the Program Manager to partner and communicate collaboratively with internal and external partners to promote apprenticeship at Portland Community College.

What You'll Do and Who We Are Looking For

Minimum Qualifications:

  • Bachelor’s degree in Education, a Career and Technical Education, Adult Education, Social Science, Education Administration, Educational Leadership, Counseling, Rehabilitation, Accounting, Finance, Business Administration or related field.
  • Relevant experience may substitute for the degree requirement on a year-for-year basis.
  • Three years progressively responsible experience related to area of assignment, including two years of supervisory experience.

Success Criteria:

  • Demonstrated knowledge of apprenticeship structure, navigating federal or state systems.
  • Strong communication, interpersonal, and intercultural skills with the demonstrated ability to work collaboratively with individuals, departments, and organizations at all levels--both inside and outside the college--to cultivate and maintain working relationships and partnerships.
  • Demonstrated experience in project and organizational leadership, including strategic planning, program administration, marketing, and program evaluation.
  • Experience leading cross-functional teams in building community and managing competing interests, priorities, and expectations in complex organizations.
  • Demonstrated experience building and fostering inclusive programs and opportunities to support apprentices, employers and other stakeholders
  • Demonstrated ability to learn, apply, and adapt new information, skills, and behaviors.

The ASR also contains crime statistics for Clery Act crimes which occurred on PCC properties for the last three calendar years. Paper copies of the ASR are available upon request at all Department of Public Safety offices.
