Buyer/Procurement Specialist

PAE is actively seeking a highly talented, detail oriented, and dedicated Procurement Specialist for immediate employment in Arlington, VA office. This position provides procurement support to government anti-terrorism programs. The selected candidate will be involved and responsible for market surveys of vendors for tactical equipment, PPE, firearms, munitions, and explosives, training support equipment/materials and the procurement of material and services for these and other required areas, utilizing subcontract BOA’s and BPA’s, converting government bills of materials into procurement packages in coordination with the program management team, preparing appropriate terms and conditions flow downs to the vendors in coordination with the PMO team, task order and delivery order bid support package preparation (pricing for BOM’s and services), coordination of the evaluation of subcontractor proposals in conjunction with the PMO, negotiation of discounts and negotiation and coordination of required additions, deletions, and modifications to subcontracts. 

Job Duties

The responsibilities of this position include, but are not limited to:

  • Working with the operations team to respond to training delivery requests on short turnaround schedules
  • Preparing market surveys of vendors for tactical equipment, PPE, firearms, munitions, and explosives, training support equipment/materials and the procurement of material and services for these and other required areas
  • Analyzing and preparing sourcing option reports for cost and schedule impacts in support of the PMO leadership decision making
  • Fostering and establishing good long-term relationships with critical vendors
  • Tracking responsiveness of vendors to PAE requests and delivery schedule commitments
  • Converting government bills of materials into procurement packages in coordination with the program management team
  • Analyzing cost proposals and PMC estimates
  • Preparing records of negotiation and related support documents necessary for approval of procurement actions
  • Preparing drafts of contract modifications for review by Legal & Procurement
  • Preparing proposed change orders
  • Reviewing requests for change orders and claims for scope and validity
  • Preparing ad hoc analyses to support executive decision-making
  • Preparing correspondence, periodic status reports and meeting minutes
  • Assisting with review of invoices, coordinating verification of billings and earned value assessments, ensuring timeliness of invoice processing, and preparing Contract Payment Requests and related support documents necessary for invoice approval
  • Managing local national OCONUS procurement specialists that support anti-terrorism projects and programs around the world to ensure that local transportation, equipment, translation/interpretation, training venue leases, etc., are coordinated in support of mission requirements and schedules
  • Some domestic and foreign travel may be required
  • Performing other assigned tasks

Minimum Requirements

  • Accredited four (4) year degree or equivalent applicable field of study and minimum of five (5) to eight (8) years work-related experience or a combination of education and directly related experience equal to Bachelor's degree in related field (Master’s Degree and/or international experience strongly preferred)
  • Demonstrated knowledge of Federal Acquisition Regulations
  • Excellent verbal and written communication skills
  • Working knowledge of Microsoft Office (Word, Excel, Outlook)
  • Demonstrated experience of procurement for international contracts
  • Knowledge and experience with tactical equipment and PPE vendors preferred
  • Familiarity with ITAR regulations preferred
  • Experience managing procurement specialists preferred
  • Experience working in and with overseas multi-cultural environment preferred
  • Demonstrated ability to handle multiple simultaneous short-term task order procurement efforts rapidly due to customer’s requirements in response to world events while maintaining ongoing billing, invoicing, and delivery schedule tracking and reporting strongly preferred
  • Training and experience required to justify at least $500K purchasing warrant or more on behalf of the company
  • General familiarity with USG OCONUS anti-terrorism efforts or civilian security or military background deployed overseas helpful for background understanding of the environment and work
  • This position reports to the Subcontracts Administrator GATA
