Project Description

The anticipated five-year, USAID-funded Green Invest Asia project will scale investments in sustainable timber and agricultural products, and green supply chains, reduce deforestation and forest degradation, and increase the uptake of climate smart agricultural practices. The program intends to facilitate mobilization of finance for profitable low emissions business models through support to corporations, financial institutions, and private intermediaries that drive investment in sustainable land uses, increases adoption of Environmental, Social, and Governance (ESG) guidelines and sustainable standards, accesses carbon markets, and mitigates risk for the private sector in climate investments. The anticipated program will work across Asia to assist USAID partner countries in Thailand, Cambodia, Vietnam, Philippines, Indonesia, and Laos. This program will help businesses improve their sustainability, green their supply chains, and connect them and catalyze funding from mission-aligned private investors. This program will also assist financial institutions to build their capacity and develop portfolios with positive climate outcomes. Toward these ends, it is anticipated the project will be structured to include, but will not be limited to, the following objectives or tasks:

  • Private sector investment mobilization
  • Climate finance
  • Business advisory services
  • Reducing carbon emissions
  • Improving business climate resilience
  • Policy and regulatory enabling environments

The Opportunity 

As the Deputy Chief of Party (DCOP)/Inclusion and Partnerships Lead, you will oversee programmatic, operational, and administrative activities of the Activity, reporting to the COP. A member of the CMT, you will support the COP in developing a strong vision and in implementation of the project and will be responsible for overseeing the day-to-day management of operations and guiding technical activities. You will manage the Operations and Human Resources Director and will be responsible for grants management, financial and programmatic reporting, procurement and budgeting, and financial monitoring. As part of this role, you will be responsible for ensuring mainstreaming of DEIA principles in project operation and management, including human resources. 

You will oversee capacity-strengthening activities with the support of the Capacity Strengthening Specialist, whom you will manage. You will be responsible for ensuring GESI integration across cross-sectoral technical areas, ensuring all PAGI activities are gender- and IPLC-responsive. You will also manage relationships with project partners, AVPN and Grow Asia, as well as supporting new partnerships with regional institutions and platforms critical to PAGI’s sustainability.

Core Responsibilities 

  • Develop strategies to strengthen the capacity of activity beneficiaries, including by facilitating self-assessments, identifying capacity-strengthening solutions, and facilitating access to knowledge and additional resources 
  • Manage the Capacity Strengthening Lead to ensure that capacity-strengthening and learning activities contribute to replicating and scaling up of successful interventions 
  • Oversee embedded experts helping to strengthen institutional capacity to manage financial approaches for climate resilience 
  • Help MSMEs, including grantees, identify business partners and suppliers of climate-smart technology and expertise 
  • Leverage regional partnerships and core team members to lead the Sustainable Investments Fund, including the grants program to identify its strategic use for impact
  • Manage the Grants and Procurement Manager in designing calls for applications targeting marginalized groups, and collaborates with regional partners
  • Ensure that all grant programs encompass DEIA objectives 
  • Lead development of the Gender and Inclusive Development Action Plan and oversees interventions that will enable youth, women, people with disabilities, and indigenous people to strengthen their employability and entrepreneurial skills in climate finance and in AFOLU
  • Manage the team responsible for completing the Grants Under Contract Manual and for its high quality – ensuring the PAGI GUCs and SIF integrate GESI and IPLC considerations – and the Branding Implementation Plan and Marking Plan
  • Review and oversee administrative, procurement, and financial management procedures and recommends improvements as needed
  • Develop regular reports and ongoing activity monitoring consistent with the requirements of agreement with USAID 
  • Manage team of finance, grants, operations, and administrative professionals 
  • Ensure integration of GESI across all activities implemented

What We Value

  • Master’s degree or higher in business administration, international development, sociology, environmental change and management, or closely related field
  • Seven or more years developing or implementing projects to economically empower or provide equitable benefit sharing to IPLCs, smallholders, women, and youth in Asia 
  • Experience strengthening the capacity of local or regional organizations
  • Experience mobilizing investments, especially related to sustainable commodity production 
  • Extensive knowledge and experience in AFOLU and sustainable supply chains 
  • Knowledge of ESG standards that prioritize gender, equity, and social inclusion
  • Development experience in at least Southeast Asia
  • Fluent in English, and fluent or proficient in Southeast Asian languages
