Salary Salary is commensurate based on qualifications and relevant experience.

Job Summary

The Senior Natural Resources Specialist reviews and processes Public Water System (PWS) information, applications, documentation, and data submitted to the Texas Commission on Environmental Quality (TCEQ) regarding resiliency and preparedness.

The annual salary for this position ranges from $50,000 to $53,448. The final offer will be based on the candidate’s experience, qualifications, and overall fit for the role.

Essential Duties and Responsibilities

  • Performs routine reviews of information, applications, documentation, and data submitted by PWSs to TCEQ; researches information and determines compliance with 30 Texas Administrative Code (TAC) Chapter 290.
  • Initiates and responds to communications and inquiries; provides assistance and technical information about natural resource and environmental rules and regulations to customers.
  • Inputs information into institutional databases; documents research and compliance determinations; follows established protocol for records management.
  • Prepares correspondence, reports, standard operating procedures, and other documents; tracks and reports on status of assignments; provides guidance to junior staff, ensuring tasks are completed accurately and efficiently.
  • Performs other duties as assigned.

Minimum Qualifications

  • Bachelor’s degree in a relevant field (e.g., natural science, engineering, environmental studies) from an accredited institution.
  • Two (2) years of related experience (e.g., data analysis, environmental quality management, public utilities, business administration, or related field); or six (6) years of an equivalent combination of education and related experience.

Preferred Qualifications

  • Experience with databases and reviewing technical documents.
  • Paralegal experience.

Knowledge, Skills and Abilities

  • Excellent communication skills.
  • Solid working knowledge of Microsoft Teams, Word, and Excel; and PC’s.
  • Solid working knowledge of database entry.
  • Ability to learn TCEQ 30 TAC Chapter 290 rules and TCEQ’s Safe Drinking Water Information System (SDWIS), Consolidated Compliance and Enforcement Data System (CCEDS) and Central Registry databases.
  • Follows all applicable institutional standard operating procedures and adheres to institutional paper and electronic file management requirements.
  • Skill in organization, attention to details, communicating technical information to non-technical individuals, and customer service.
  • Ability to mentor newer staff as needed throughout the training process.
  • Ability to integrate complex concepts, procedures, and processes.
  • Ability to communicate verbally and in writing with clients, customers, and coworkers to gather information and/or explain policies and procedures.
  • Ability to independently prepare routine correspondence, reports, documents, policies, procedures, case narratives, or other lengthy documents; perform visual activities requiring prolonged attention to detail such as editing and proofreading.
  • Ability to hear and understand speech to interact with coworkers/clients/customers on a routine or frequent basis with use of amplifying equipment/hearing aids if needed.
  • Ability to work under general supervision with moderate latitude for the use of initiative and independent judgment; to work independently and effectively in home and remote offices; and to work professionally and cooperatively in a team environment;
  • Ability to complete all physical tasks as needed.
