The Service Oklahoma (SOK) mission is to ease the stress in navigating government services by providing a best-in-class customer experience. We are Oklahomans helping Oklahomans by providing driver license and motor vehicle services on behalf of the state.

This position has an annual rate of $92,000.

The Service Oklahoma offers a generous benefits package, including a benefits allowance to off-set the costs of medical, dental, vision, life and disability insurance plans. The Service Oklahoma will match up to 7% towards an employee’s Defined Contribution retirement plan. Our employees receive 11 paid holidays, 15 days of paid annual leave, which increases with every 5 years of service, and 15 days of paid sick leave. Additionally, employees will receive longevity payments based on their years of service with the State of Oklahoma.

POSITION SUMMARY

The Lead Product Manager owns a high-impact product area and guides a cross-functional team to deliver measurable outcomes. This role blends strategic product thinking, deep customer empathy, and structured execution. This role will also set directions for a domain, mentor Product Managers, and partners closely with engineering, design, and operations.

POSITION RESPONSIBILITIES

Product Strategy & Vision

  • Defines the vision and multi-quarter strategy for a complex product area, ensuring alignment with company goals and customer needs.
  • Develops outcome-based roadmaps that balance discovery, delivery, and risk, incorporating qualitative and quantitative insights.
  • Creates and maintains a clear product narrative, positioning, and success metrics for the domain.

Customer & Stakeholder Leadership

  • Leads discovery to identify user problems and opportunities; synthesize research, data, and policy/operational constraints into actionable priorities.
  • Builds trusted relationships with internal stakeholders; facilitate trade-offs and decisions grounded in impact and feasibility.
  • Represents the product area in executive and cross-functional forums; communicate progress, risks, and mitigation plans.

Execution & Delivery

  • Translate strategy into clear product requirements, user stories, and release plans; ensure scope, quality, and timelines are understood and met.
  • Partners with engineering to plan increments, manage dependencies, and improve delivery predictability.
  • Establishes and run product rituals (roadmap reviews, backlog refinement, sprint planning) that drive focus and accountability.

Outcomes & Measurement

  • Defines north-star metrics and leading indicators; instrument features for measurement and continuously optimize based on results.
  • Builds and maintain dashboards with agreed success criteria, report outcomes, learnings, and pivots.

Team Development & Mentorship

  • Provides day-to-day mentorship to Product Managers and Associate PMs in the domain; model strong product craft (discovery, prioritization, storytelling).
  • Elevates team practices in hypothesis-driven development, experiment design, and stakeholder engagement.
  • Contributes to product management standards, templates, and playbooks across the organization.

Governance & Risk

  • Identifies and manage product risks (technical, operational, compliance); ensure alignment with security, accessibility, and regulatory requirements.
  • Runs effective change management and go-to-market plans in partnership with operations, marketing, and training.

This position may be expected to cross-train in other sections of their division and perform the job duties in each section, based on the needs of the agency.

KNOWLEDGE, SKILLS, & ABILITIES

  • Demonstrates ability to define strategy, translate it into roadmaps, and deliver measurable outcomes.
  • Strong discovery skills: user research synthesis, journey mapping, and problem framing.
  • Proficiency with product analytics and experimentation; comfortable using data to inform decisions.
  • Excellence in communication and stakeholder management; able to influence without authority.
  • Experience mentoring PMs and improving team practices; comfortable giving and receiving feedback.
  • Familiarity with agile methodologies and cross-functional delivery (e.g., Scrum, Kanban).

EDUCATION & EXPERIENCE

The preferred minimum qualifications for this position are:

  • An Bachelor’s Degree in Business, Computer Science, Public Administration,
  • OR 4 years of experience in product management, or a closely related field,
  • OR equivalent combination of education and experience.

Preference may be given to candidates who have:

  • Domain knowledge in State Government; public-sector or regulated environment experience

SPECIAL REQUIREMENTS

  • The schedule for this position may vary and require flexibility, including some early or late shifts, weekends, and occasional overtime, based on the needs of the agency.
  • This position will not require travel.
  • This position is not eligible for telework.
  • This position works in a comfortable office setting with a computer for a large percentage of the workday.
  • This position requires employees to be able to stand up to eight hours a day and lift 10-50 pounds on a regular basis, with assistance as needed.
