Modern Technology Solutions Inc. (MTSI) is seeking a Senior Talent Development Specialist. This position is responsible for supporting and driving the organization’s Learning & Development (L&D) strategy through the design, delivery, and management of workforce planning, performance management, and career development initiatives. Additionally, this role is responsible for performance, career, and talent-related systems administration as well as reporting and analytics. The position is key in fostering a culture of continuous learning through upskilling and development planning.

Responsibilities and duties may include, but are not limited to:

Workforce Planning Responsibilities

  • Drive workforce development initiatives that encourage employees to proactively explore career options, build new skills, and pursue internal opportunities
  • Partner to integrate workforce planning insights into career development, internal mobility, and leadership development initiatives.
  • Monitor external workforce and labor market trends to inform internal human capital strategies and benchmarking.
  • Analyze learning needs, then recommend and support initiatives that close workforce capability gaps, such as reskilling, upskilling, or targeted development programs.
  • Develop and maintain tools, dashboards, and reports that provide a clear picture of progress and health of workforce planning initiatives.

Performance Management Responsibilities

  • Lead the administration and continuous improvement of the organization’s performance review cycle
  • Ensure the performance management process is fair, consistent, and aligned with MTSI policies, industry best practices, and legal requirements.
  • Develop tools, resources, and training for managers to effectively set goals, provide feedback, and conduct performance conversations, as well as continuous performance connections
  • Design and implement training and job aids that build employees’ ability to craft quality performance goals, self-assess performance, seek feedback, and create individual development plans (IDPS)
  • Ensure employee goals are aligned with organizational objectives, and guide writing measurable and impactful goals
  • Track and analyze performance ratings, trends, and patterns; develop dashboards and reports to inform business leaders of workforce performance health
  • Serve as system administrator for performance management tools/modules within the Talent Management System (TMS), ensuring accuracy, usability, and adoption

Career Development Responsibilities

  • Connect performance outcomes with career paths, internal mobility opportunities, and development planning
  • Support employees and managers in creating and maintaining IDPs, aligning employee aspirations with organizational needs. Additionally, develop tools, resources, and training to promote the use and benefit of development planning
  • Promote and manage opportunities for employees to explore new roles, projects, and stretch assignments through internal mobility and talent marketplace platforms
  • Provide tools, training, and guidance to managers to hold effective career conversations with employees
  • Support leadership development program and initiatives for all levels of leadership
  • Serve as the lead administrator for the internal talent marketplace platform, ensuring usability and adoption
  • Track and report on internal mobility, participation in development programs, and career progression to measure impact and inform talent strategy

Other Responsibilities

  • Partner with HR Business Partners to ensure they have the tools and knowledge necessary to carry out L&D programs with their respective business units
  • Leverage in-depth knowledge and experience in own subject matter area
  • Support other L&D department programs and initiatives, including tasks related to the performance management cycle, learning, and career development
  • Contribute to department strategy; works independently with input in complex situations.
  • Provide back-up talent management system (TMS) troubleshooting support and escalation point
  • Participate in TMS test design, system testing, system implementation, and support of the end user for adoption purposes and ease of use
  • Partner with third-party vendors to remain current on system specifications and releases and communicate updates and changes to impacted stakeholders
  • Use best practices and knowledge of internal or external business issues to improve services or processes.
  • Provide leadership to ensure the business/functional products are completed in accordance with the customer (internal or external) requirements and coordinate the activities of other professionals/analysts assigned to support the project/program/initiative.
  • Work independently, with guidance in only the most complex situations.
  • Act as a resource for colleagues with less experience, including formal and informal mentoring.
  • Accountable for the quality and timely delivery of all agreed-upon deliverables. Ensure that task-related products are consistent in format and content with the overall required deliverables.
  • Routinely engage with the internal partners and customers to coordinate activities.
  • Identify and communicate opportunities to develop current and prospective business areas and offerings.
  • Share knowledge and support peers, staff, and others to increase skills, foster improvement, and enhance outcomes.
  • Effectively navigates and operates in areas of ambiguity, applying sound judgment, creativity, and problem-solving to deliver solutions where processes, structures, or expectations may not be fully defined
  • Lead or participate in an internal MTSI committee or group (OCI, Charity, ESOP, etc.)

Qualifications and Education Requirements:

  • Bachelor’s degree in human resources (HR), Organizational Development (OD), or related field and 5-8 years of experience in HR, L&D, talent management, OD, or related field; or Master’s degree in related field and 6-12 years of related experience
  • 3+ years of experience managing and facilitating performance management programs
  • 3+ years of experience designing and/or facilitating workforce development and workforce planning initiatives
  • Experience facilitating career development, internal mobility and leadership development programs using development plans
  • Systems administration and troubleshooting Cornerstone OnDemand product experience with the LMS, LXP, Performance, and Talent Marketplace.
  • Experience using software to leverage data to develop dashboards and analytics, as well as other useful tools to support L&D operational efficiency.
