Tetra Tech ESI is currently accepting expressions of interest from qualified Remittance and Energy Specialists for a part-time position for our PATRP project.

 

Under auspices PATRP, the Remittance and Energy Specialist will act as an advisor and team member for the Somalia Remittance and Energy Program. He/she will provide consulting and work with stakeholders to implement relevant support to projects, work with stakeholders to foster project implementation, and monitor and report on project development. Travel will be required to Kenya.

 

The role is a part time position - expected level of effort is approximately 100 days until the end of December 2018.

 

The Remittance and Energy Specialist will conduct the following activities:

  • Support the development of a remittance program to accelerate energy access in Somalia through solar home system (SHS) sales via pay as you go (PAYGO) private companies.
  • Start with assisting one reputable company, to pilot and prove concept, then scale up.
  • Support the development of the eco-system for a company that is already in the early stages of two relevant pilots but need support to move forward and then scale.
  • World Bank is preparing a program for board approval in May 2018 for Somalia that will include a debt facility for SHS companies. This remittance concept will help support market demand and ability to pay in advance of this debt facility and will work in tandem once the facility is available.
  • Remittance and Energy Specialist will provide the necessary expertise to the private company team to help advance their two pilots in the following areas:
    • Build the knowledge and capacity of the company on best practices for a successful remittance and energy program
    • Find resources to advise on the appropriate legal structure for the company’s future entities including a remittance specialized website
    • Support the company in building the eco-system needed for a remittance energy program
    • Developing a comprehensive project plan with the company team for roll-out
    • Advisor on appropriate marketing and field activations
    • Developing funding proposals including grant proposals and support for sharia complaint debt financing
    • Monitoring and Evaluation 
    • Reporting and project plan for scale up
  • Other duties, and tasks as directed by PATRP’s Beyond the Grid Team Lead.

Qualifications:

Bachelor's degree in engineering, business, finance, economics, law, or a related field required; advanced degree preferred.

Minimum 5 years of relevant experience required, such as renewable energy technologies, and a minimum of 4 years of experience in overseas remittance Experience and knowledge of critical issues related to renewable energy development in challenging environment A strong ability to effectively communicate with a diverse group of stakeholders from the field to executives Experience with international donors and financial institutions (i.e. USAID, MCC, World Bank, AfDB, AFD) is preferred. English fluency is required
