About the Project

The purpose of the anticipated USAID-funded Indonesia Urban Climate Change Adaptation Activity (UCCAA) is to improve climate and disaster resilience in Indonesia by supporting the Government of Indonesia (GOI) at local, district, provincial and national levels. This is a $10M - $25M activity to be implemented over a 5-year period.

Position Summary

DAI seeks candidates for the Monitoring, Evaluation and Learning (MEL) Manager position on the anticipated USAID-funded Indonesia UCCAA. The MEL Manager will lead the design and implementation of monitoring, evaluation and learning systems including the development of program indicators to help inform decision. The Manager will report to the Chief of Party and will be based in Jakarta, Indonesia.

Responsibilities

  • Lead all monitoring, evaluation and learning activities of the project and coordinate work of the MEL team.
  • Develop and implement appropriate MEL plan and oversee indicator tracking to identify areas that need improvement and adaptive management.
  • Manage data collection and analysis and ensure appropriate reporting in compliance with procedures.
  • Periodically review and refine as necessary the MEL plan and adaptive management processes.
  • Work collaboratively and on an ongoing basis with technical staff and management to ensure successful implementation of the MEL system.
  • Consolidate periodic monitoring and evaluation reports in collaboration with project management for submission to client.
  • Conduct regular capacity building and training of MEL team and other project staff.
  • Collaborate with government partners at national and regional level to support GOI with systems and tools for monitoring and evaluation of climate adaptation actions.

Qualifications

  • Bachelor’s degree in economics, statistics, international development, or other relevant fields; advanced degree preferred.
  • At least 10 years of experience working on monitoring and evaluation of development programs.
  • Experience working with international donor-funded organizations; experience on USAID projects is highly desirable.
  • Strong knowledge and experience in implementing surveys and participatory monitoring and evaluation activities in development programs.
  • Excellent communication skills and fluency in written and spoken English is required.
