Organizational Setting and Reporting Relationship

The position of Project Analyst is assigned to the Bangladesh Resident Mission (BRM) within the South Asia Department. You will be based at BRM Office in Dhaka, Bangladesh.

You will report to the designated International Staff and/or senior National Staff.

Your Role

As a Project Analyst, you will handle loan/grant/technical assistance (TA) processing and administration, by coordinating and consolidating project information to achieve specific project implementation functional results and provide diversified administrative, statistical, and analytical support to the functions of portfolio management and project administration in general.

You will:

  • Compile statistical data on projects/TAs, provide timely and quality data entry, verification, retrieval, and analysis for the maintenance and active use of monitoring tools, and process such data into meaningful reports for inclusion in the BRM's portfolio review papers, including those for country portfolio review meetings/missions and other portfolio/project review meetings.
  • Monitor progress on contract awards and disbursements, alerts Portfolio Administration Unit (PAU) Head on possible risks and suggest steps to be undertaken to improve progress.
  • Actively contribute to the administration of assigned projects, including coordinating the implementation of procurement plans and reviewing procurement documents, such as draft technical designs and cost estimates.
  • Monitor physical progress of the loan and TA projects implementation, to expedite procurement/contract awards; familiarizing executing agencies (EAs) with ADB guidelines and procedures and ensuring their compliance with loan covenants; following up submission of project reports, financial statements, etc.; supervising the maintenance of related documents, records and files for delegated projects; maintaining computer-based information system for project administration matters.
  • Monitor project and loan/TA closing dates, seek approvals for extensions when necessary, and support the preparation of Project Completion Reports and TA Completion Reports as needed.
  • Collect and consolidate periodic reports on the performance of project portfolio, carry out necessary analysis of such reports and bring key matters to the attention of the concerned Project Officer. Update project performance reports (PPRs) and provide government departments and EAs regular updates of PPRs of projects.
  • Participate in various missions and assists in collecting data on contract awards and disbursements, reconciliation of project accounts, compliance of loan covenants, field reviews, compliance with ADB safeguards and gender policies in familiarizing EAs with ADB’s procedures and policies and in assisting them where necessary in the preparation of various reports and applications.
  • Act as the first line of information for BRM in handling requests from government agencies and others for data and status reports on ADB assisted projects, and coordinate such efforts to ensure correct and timely responses by BRM to EAs/others.
  • Contribute to the review of various documents and assist as required in drafting various documents and reports for assigned projects.
  • Perform any other duties as required and reflected in the incumbent’s workplan.

Qualifications

You will need:

  • Bachelor’s degree or equivalent professional and/or academic qualification. Engineering degrees will be preferred.
  • At least 5 years of relevant professional experience; related experience in international agencies will be preferred.
  • Knowledge of contract administration practices, procurement rules and regulations and their applications in the country context.
  • Ability to quickly learn and understand ADB operational processes and procedures.
  • Demonstrate strong analytical thinking skills and the ability to undertake background research and analysis on difficult tasks. 
  • Ability to establish and maintain productive contacts with appropriate officials of host government, donor agencies and executing agencies.
  • Effective report-writing and communication skills in English and the national language (as required).
  • Proficiency in using Microsoft software packages for performing word processing spreadsheets, graphics, database applications and other required information technologies.
  • Familiarity with local languages and institutions.
  • Demonstrate the ability to effectively liaise and work with government officials within the work location, collaborate seamlessly with teams as a constructive member, and engage with individuals from diverse cultural and national backgrounds.

This opening is a local staff position. It is open only to nationals and residents of Bangladesh.

This is a fixed term appointment with an option to renew for an initial period of 3 years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. It may be extended on an exceptional basis for a further fixed period at the option of ADB. This appointment is open to internal and external applicants.
