Basic Function

HF Sinclair is seeking a IT Project Management Manager in Dallas, TX who will be managing a team of project managers and a portfolio of IT initiatives and projects, identifies improvement opportunities and leads process change for the IT PMO under minimal supervision.

Job Duties

  • Manages other Project Managers. Help to develop the skill set and career path of other project managers on the team – organize and gather data for performance reviews
  • Responsible for managing all project resources, including contractors, and for establishing an effective communication plan with the project team
  • Maintain, enhance, and execute the PMO governance model
  • Leads program management activities which includes leading a teams of functional, technical teams to support the delivery and implementation of software solutions for mid to large-size projects and changes
  • Able to articulate problems, bring the right people together to solve problems and know when the problem has been properly addressed and closed—all this with the proper sense of urgency
  • Ensure visibility and transparency of project results, financial status and risk compliance in accordance to our internal audit controls
  • Performs validation on financial-related reporting from reporting system and liaises with Finance and Accounting to ensure the accuracy
  • Manages the program/project portfolio budget. Reviews/consolidates forecast and actuals on a monthly basis, and proactively communicates related budget risks/issues to stakeholders
  • Responsible for defining, teaching, and enforcing the use of good project management practices
  • Studies the lessons learned from prior projects/programs and applies the most important lessons to the new project
  • Encourages and supports escalations: Communicates to all concerned parties project milestones, status updates, as well as any existing or potential escalation issues. Proactively follows escalation and change control processes
  • Build strong relationships at every level of the organization and demonstrate influencer skills.
  • Encourage effective change control: Controls that scope creep, communications, and quality are carefully managed.
  • Develop and drive portfolio/program/project management best practices and standards that will improve productivity, investment decision making and realize targeted business outcomes
  • Responsible for the development and delivery of PMO roadmap
  • Oversee the development of steering level meetings and readouts
  • Defines and ensures use of standard methodologies, processes, PPM tools and reporting metrics (KPIs)

Experience

  • 5+ years of experience in project, program, and portfolio management
  • 5+ years of experience with the functions within program and portfolio management
  • Program manager experience or people manager experience (with direct reports)
  • Financial management experience
  • Experience driving change management initiatives across an organization
  • Experience with Microsoft Office suite, with experience balancing technical, cost, and schedule constraints to meet project deadlines and expectations.

Preferred Experience

  • 2+ years of SAP IT Project Management experience
  • 2+ years of end to end SAP IT System Development Lifecycle experience
  • 4+ years of experience guiding and facilitating executive level business decisions and performing business analysis in cooperation with SAP clients
  • Previous years of oil and gas industry
  • Current project Management Professional (PMP) certification 

Education Level

A minimum Bachelor Degree in related field. Masters Degree Preferred.

  • Manage project scope by assessing requirements changes, determining and conveying impact on budget, time and risk
  • Manage client expectations, anticipates operational and tactical risks and tracks them. Clarify, identify, and track requirements and issues, remove barriers, resolve minor project issues and escalate to immediate manager where required
  • Proficient in MS Office applications, MS Project, VISO, Adobe Acrobat Professional
  • Good interpersonal, organizational, analytical thinking, process management, time-management, verbal and written communication skills

Preferred Skill

  • PMI Certification
  • ITIL certification a plus. Provide a learning environment supporting business enablement and operational excellence; and lead transformation relating to process or system change.

Supervisory/Managerial Responsibility

Provides work leadership and direction to project team and other PMO team members.

Work Conditions

Office based with travel up to 15%. At times, required to work in warehouse/plant environment and refinery/industrial/pipeline environment, includes but not limited to, work near moving mechanical parts and/or rotating equipment, loud noise or vibrations and varying road conditions. May be required to work outdoors and subject to all weather conditions
