Program Description

The Wintonia is a 92-unit Single Room Occupancy apartment community for very low-income single adults who are homeless at time of move-in. Most residents are alcohol-dependent and may have co-occurring disorders and histories of trauma. Referrals to the Wintonia are primarily from the Dutch Shisler Sobering Center. The Wintonia provides permanent supportive housing within a Housing First and Harm Reduction model. Residents have access to a host of services and support, including 24/7 staff, on-site case management and health care services, and a no-cost meal program. Catholic Community Services is responsible for the day-to-day services provided to residents. Catholic Housing Services provides property management and maintenance in the building.

The services and operations teams at the Wintonia collaborate to create on-site supportive services that promote housing stability in an environment that honors and respects the dignity of each resident. Gathering spaces and other amenities encourage resident connection and community engagement.

Position Description

The Program Director provides leadership and vision to promote the highest level of service delivery to residents. This position oversees day-to-day operations and supervises supportive services staff. The Program Director coordinates with service providers (Nursing, Mental Health Providers, and Chemical Dependency Counselors) located in the building. This position offers an exciting opportunity to expand Best Practices in Housing First and Harm Reduction in service to mentally ill/chemically dependent individuals who society often ignores and neglects. The Program Director has budget oversight for the program and is responsible for sound financial management and compliance with funder requirements. In partnership with the CHS Property Manager, the Program Director ensures that residents achieve and maintain housing stability.

Responsibilities

SUPERVISION & LEADERSHIP

  • Provide supervision, leadership and mentoring for staff.
  • Oversee hiring, staff recognition, annual reviews, and disciplinary actions of staff (and volunteers) in compliance and coordination with Human Resources.
  • Facilitate regularly scheduled staff meetings and monthly community meetings.
  • Initiate care coordination for residents in crisis and/or at risk of losing their housing.
  • Ensure attendance at all CCS mandatory trainings for site employees.
  • Promote and support best practices in: Housing First / Harm Reduction, Loss and Grief, Trauma-Informed Care, Aging in Place and other relevant topics.
  • Build relationships with local neighborhood and community groups.
  • Network with other service agencies to ensure continuum of care for residents.
  • Develop and safe keep a workplace that values and supports cultural and ethnic diversity.

SUPPORTIVE SERVICES & RESIDENT RELATIONS

  • Outreach and approve qualified applicants for move-in.
  • Develop creative strategies and interventions to support residents who are at risk of losing their housing.
  • Respond to tenant grievances promptly and seek resolution at the lowest level possible.
  • Coordinate emergency response for residents, provide leadership in de-escalation, and address other crises.
  • Provide leadership with staff and residents to develop community and promote a comfortable home for all residents.
  • Work collaboratively with the team to ensure quality end of life care for residents.
  • Support staff and residents coping with loss and grief. Take the lead in coordinating memorial services.
  • Maintain and expand alcohol distribution services to residents through the Wintonia Alcohol Management Program.

FISCAL MANAGEMENT

  • Submit timely billings, reports, and invoices to ensure financial stability.
  • Prepare annual services budget and funder budgets/applications.
  • Monitor and control expenses outlined in the annual budget; monitor monthly financial statements and review financial needs.

FACILITIES MANAGEMENT

  • In collaboration with CHS Leadership, assist with planning long-term building improvements and maintenance prevention projects.
  • Negotiate and manage contracted food services provided by an outside vendor.
  • Assist with coordinating responses to pest infestations or health hazards as they arise.
  • Implement the property’s emergency preparedness plan and safety protocols.

OTHER

  • Track HMIS Database compliance with strong data quality standards.
  • Maintain regular, scheduled office hours.
  • Attend regularly scheduled leadership meetings.
  • Respond to after-hours emergencies and share on-call responsibility.
  • Represent the program to funders and city representatives.
  • Develop and maintain partnerships with organizations to support low-income housing.

Qualifications

  • Four years of experience working in social services or low-income housing setting (a BA in Human or Social Services plus two years of work experience may substitute for the work requirement)
  • Two years of experience working in a Housing First/Harm Reduction service delivery model, either in housing or shelter.
  • Strong supervisory and leadership skills: hiring, coaching, training and evaluating.
  • Knowledge of the issues and obstacles encountered by chronically homeless persons with substance use disorders.
  • Demonstrable skills in addressing mental health, domestic abuse, and substance use disorders, crisis intervention and other issues related to homelessness.
  • Ability to communicate effectively, both orally and in writing.
  • Proficiency in word processing and spreadsheet applications; ability to learn property management software.
  • Ability to work within the mission, goals and objectives of Catholic Community Services (CCS) and Catholic Housing Services (CHS).
  • Support and uphold the mission, beliefs and values of CCS and CHS.
  • Demonstrate the necessary attitudes, knowledge and skills to deliver culturally-competent services and work effectively in multi-cultural situations.

Preferred Qualifications

  • MSW or other Master’s level degree
  • Previous Case Management/Care Coordination oversight
  • Experience managing a 50+ unit building
