Job Description

Cognosante is seeking a solutions-oriented Junior Business Analyst (Jr. BA) possessing a unique combination of business and technical analysis, client interaction and applicant’s development experience. The applicant will join our Civilian Health IT practice in support of the Health Plan Management System (HPMS), a CMS e-government system for managing the day-to-day operations of the Medicare Advantage (MA) and Part D programs. The system is critical to CMS in managing nearly 800 MA and Part D organizations to ensure that they are fulfilling the various statutory, regulatory and administrative requirements of the MA and Part D programs.

The Junior Business Analyst should have familiarity with the various programs, projects, technological systems and hosting environments within the HPMS, MA & Part D, and/or CMS’ Center for Medicare (CM). He/She will have knowledge of end-to-end business processes, existing business applications and business intelligence tools to evaluate how new project requirements impact processes and ensure integrity and confidence throughout the process. The Jr. BA is responsible for communicating between key systems users and the IT development team to support the translation of business rules and requirements. He/she will be tasked with collecting, documenting and analyzing project information concerning system related business processes and information technologies.

Key responsibilities

  • Support functional analysis using knowledge of HPMS current technologies (including C#, .Net and ASP), practices and Medicare Advantage Subject Matter Expertise (SME)
  • Coordinate with business owners and end users to develop requirements and communicate expectations around MA and Part D software modules
  • Assist with end to end system testing to ensure the system is functioning per requirements and meets the business, functional and end user needs
  • Learn and utilize CMS SDLC principles and processes to ensure adherence to project schedules and budgets.
  • Develop client deliverables in accordance with project requirements and company documentation standards
  • Review and assess project documents and plans for quality, completeness, compliance, and effectiveness
  • Attend project and status meetings, and interface directly with client, vendor, and business users as requested
  • Collaborate with other team members to provide subject matter expertise and assistance as applicable
  • Participate in and facilitate successful Agile Scrum stand up meetings
  • Assist with planning and coordinating requirements to drive solutions
  • Develop and maintain an understanding of customer workflows and business needs
  • Contribute to strategy and solution development
  • Assist Solution Architects to plan and introduce new technologies in to solutions for the client
  • Provide assistance with application solutions and business process trends and issues
  • Employee is expected to undertake any additional duties as they are assigned by their Manager

Minimum Qualifications

  • Bachelor's degree in technology related field or relevant experience in implementing software in the Healthcare IT industry
  • Minimum 3 years of Business Analysis experience on IT Projects with a strong understanding of business analysis principles, processes, and techniques
  • Experience with Medicare Advantage, Part D programs/systems, or the Health Plan Management System directly.
  • Experience supporting planning and execution activities for the following SDLC phases:
    • Requirements Analysis
    • Design
    • Development
    • Testing
    • Maintenance
  • Ability to develop and prepare use cases, functional specifications, and technical requirements that can be used by downstream development and testing teams
  • Ability to represent the needs for the end users in the development and solutions environments
  • Experience authoring proposals, work orders, and system change requests
  • Ability to define customer requests in terms of scope, schedule, work plans, and approach
  • Experience working on large, complex systems projects
  • Strong MS Office skills (Word, Excel, SharePoint, PowerPoint, Visio)

Preferred Qualifications

  • Experience supporting the migration of software/systems to new technology stacks
  • Experience developing Test Management Plans, Test Scenarios, and/or Test Cases
  • Specific experience in evaluating quality assurance /quality control testing and User Acceptance Testing efforts
  • Direct experience interacting with CMS as an employee, contractor, vendor or plan in support of Medicare Advantage programs
  • Experience conducting meetings, interviews and making presentations
  • Strong problem-solving and customer service skills
  • Team player and a consistent, dependable performer with an excellent work ethic, flexible “can-do” attitude, and a results-driven commitment to success
  • Ability to apply industry best practices and future state/federal mandates to existing systems
  • Excels at using quantitative data to drive recommendations and decisions
