Expert on Process Management and Optimization for Bosnia and Herzegovina Local Governance Assistance Activity - STTA

The USAID-funded Local Governance Assistance Activity (LGAA) in Bosnia and Herzegovina (BiH), implemented by Tetra Tech International Development, is currently accepting expressions of interest for an Expert on Process Management and Optimization for a short-term technical assignment (STTA). The Process Management and Optimization Expert will work with the LGAA team based in Sarajevo, BiH. 

Position Description/Summary: The purpose of this assignment is to engage a local expert for a short-term consultancy to work with the three LGAA partner LGUs (Vares, Zenica and Teslic) to detail the existing business process for issuing construction permits, and to identify ways to improve the process, both in terms of streamlining the process and reducing the length of time required for completing this process. The Consultant should also assist partner LGUs in identifying the steps in this process causing the most dissatisfaction among citizens and businesses and support partner LGUs in devising approaches to address.

The anticipated level of effort for this assignment is 45 days. The period of performance for this assignment is o/a April 10th to June 30th, 2024. The Process Management and Optimization Expert will perform the work both remotely from their home of record in BiH, and on-site in the 3 LGUs of Vares, Zenica and Teslic. Domestic travel is therefore expected.

Responsibilities:

Task 1: Review legal and regulatory framework relevant to the provision of the service.

  • Review the existing legal framework pertaining to the role of BiH LGUs in the issuance of construction permits.
  • Identify the legal framework that guide the work of LGUs in providing this service as well as noting the limitations it may place upon them in terms of making changes to existing procedures.
  • Identify gaps in the legal framework or ways in which the existing procedures could be improved as well as potential additional regulations or guidelines that might be useful to improving the process at the local level.

Task 2: Review of current business processes related to the service provision.

  • Prepare a list of documents required to conduct the review and obtain them from LGUs.
  • Prepare a list of key stakeholders, prepare an interview guide, and organize interviews in cooperation with the three partner LGUs and LGAA.
  • Prepare a detailed flowchart of existing business processes related to the issuance of construction permits for both citizens and businesses. Business processes should be described with the use of flowcharts and diagrams in MS Visio or another relevant software.
  • Identify bottlenecks in the current process and prepare a list of possible solutions. 

Task 3: Review of the document management system (DMS).

  • Collect information related to the use of existing DMS, including who owns and maintains the system, the purpose for which it is primarily used, the main capabilities of the system, and the key functions that are currently used by LGU staff.
  • Identify process components that might usefully be digitized during the issuance of construction permits through DMS.
  • Incorporate digitization suggestions when developing recommended diagram of business-processes.

Task 4: Prepare a flowchart of improved business processes and related recommendations.

  • Develop a flowchart of overhauled business processes with a corresponding set of recommendations.
  • Facilitate a roundtable workshop for key stakeholders including representatives from the LGU, business sector, and citizens; prepare the agenda, the list of key stakeholders to participate in the workshop, the presentation covering the results of the business process mapping and recommendations, and other supporting materials as required (one workshop per LGU).
  • Collect feedback and revise the flowchart and related recommendations as needed.
  • Prepare final report for each of the three partner LGUs describing the optimization process, implemented activities, optimal business-process for issuing construction permits, and proposed recommendations.

Minimum Qualification Requirements:

  • Minimum master’s degree in public administration, business administration or similar.
  • Minimum 3 years of experience as a Business Analyst, preferably within government institutions and/or business sector.
  • Strong skills in Process Mapping and Business Process Reengineering.
  • Strong analytical skills with a demonstrated ability to extensively analyze business processes and workflows.
  • Experience facilitating workshops and focus groups.
  • Experience developing instructional and procedural documentation and presentations.
  • High level of competence with MS Office and MS Visio or similar.
