Project Summary:

The purpose of “Public Accountability and Justice Strengthening” (PAJ) activity is to support Jordanian efforts to enhance accountability systems, procedures, and mechanisms within the government of Jordan and judicial institutions and enhance their ability to serve and communicate effectively with the public. It also fosters awareness and pressure by civil society organizations, the public, and the private sector on the government’s adherence to the law and its international commitments to govern in an accountable manner that safeguards the rights of vulnerable populations. Position Summary:

The Senior Finance Manager will be a part of the operations team on the Jordan Public Accountability and Justice Strengthening Activity (PAJ) in Jordan and will carry out duties designed to meet the objectives of the project. The Senior Finance Manager will report to the Director of Finance and Operations (DFO).

Responsibilities:

  • Oversee financial management of the program, including submission of monthly financial budget forecast and cash flow projections for the project expenses, monthly and quarterly reporting, monthly submission of financial records to Headquarters (HQ), operating budget tracking/obligation oversight, and adherence to audit/financial procedures.
  • Assume the role of acting DFO during the DFO's absence, necessitating oversight of all operations and finance personnel, including HR, procurement and logistics.
  • Facilitate and oversee monthly and annual program budgeting projection meetings, in coordination with the DFO.
  • Assist the Chief of Party (COP), Deputy Chief of Party (DCOP), and technical team leaders to develop, monitor, and update program technical activity budgets.
  • Manage the finance team by offering guidance, coaching, and oversight to coordinate and address emerging issues.
  • Coordinate with external auditors for statutory and tax audits.
  • Offer guidance, and assistance to the project team regarding USAID rules and regulations concerning financial and procurement policies and compliance.
  • Evaluate non-expendable equipment inventory records and submit an annual report on non-expendable equipment.
  • Oversee and maintain comprehensive files with all relevant documentation related to finance, and ensure compliance at all levels of implementation with relevant USAID rules and regulations.
  • Supervise and participate in the closing and preparation of monthly QuickBooks data files and expense report, and make sure that these are sent to MSI HQ in accordance with the reporting schedule provided by the HQ.
  • Review all accounting transactions, e.g., payroll, grants, final payments, travel claims, etc., to ensure correctness of disbursements and adherence to relevant staff rules, financial regulations and rules, administrative instructions, and practices.
  • Oversee bank reconciliation statements for all funds in foreign and local currencies.
  • Perform other duties as assigned by the DFO or COP.

Qualifications:

  • Bachelor’s degree in a related field is required.
  • Minimum 10 years of progressive experience in financial management required. 
  • Experience in financial management on USAID-funded contracts is preferred.
  • Knowledge of USAID accounting and financial management rules and regulations is preferred.
  • Strong supervisory skills required.
  • Fluency in Arabic and English required.
