Fiji Program Support Platform (FPSP)
- Seeking a qualified Project Manager with experience procuring and contracting architectural and construction services – preferably in the Pacific
- Working with the Fiji Revenue and Customs Service (FRCS)
- 6-month contract commencing November 2025

- Ideally the candidate will be located in Suva, Fiji but consideration will be given to remote work arrangements with travel to Suva for applicants based outside of Fiji
FPSP Overview:
The Fiji Program Support Platform (FPSP, or the ‘Platform’) is a Department of Foreign Affairs and Trade (DFAT) investment that will contribute to the delivery of Fiji’s national development priorities, in line with the Australia’s International Development Policy, the Fiji-Australia Vuvale Partnership and the Development Partnership Plan.
The Platform will deliver key bilateral programs, such as health, education, scholarships, social infrastructure, governance, climate and emergency preparedness and response. Platform activities will identify and address climate risks, promote climate action, and gender equality, disability and social inclusion (GEDSI) across and beyond the sector programs.
The Platform has three functional Outcomes:
- The Platform has delivered its sector program outcomes, including through supporting strategic coherence, planning, partnerships management, data and learning across the portfolio of investments.
- The Platform has prioritised gender equality and disability-inclusive development, and climate and disaster resilience, in its systems and practices. This includes in how it undertakes sector programming and its engagement with selected Government of Fiji agencies.
- The Platform administers timely and efficient programming that is: value for money; maximises use of local supply chains; and supports good governance and public diplomacy, effective decision making and risk management.
The Platform implements over fifty percent of Australia’s bilateral development support to Fiji across a range of sector programs in education, health, Australia Awards, disaster response, cyclone recovery, social infrastructure and technical assistance to improve public sector governance in Fiji.
The Platform integrates cross-cutting themes, including gender equality, disability and social inclusion (GEDSI), climate and disaster resilience, across sectoral programs. In particular, the Platform seeks to strengthen program outcomes by better addressing the needs of targeted beneficiaries including those who are often marginalised.
Project Overview:
The Fiji Revenue and Customs Service (FRCS) is currently progressing a project to establish a Container Examination Facility (CEF) capability in Fiji.
The CEF project was initiated to enhance security, compliance and efficiency in the inspection of containers arriving in Fiji. The facility will support national and international trade regulations and ensure the safety of goods entering Fiji as well as preventing illegal activities such as smuggling and trafficking.
The primary objective of the CEF project is to establish a modern facility equipped with technology solutions for non-intrusive and physical inspection of containers. The scope of the project includes the identification of suitable technology solutions, the design, construction and commissioning of the CEF, including all necessary utilities and technologies to operate the facility.
The project will be delivered over the following phases:
- Initial project scoping, consulting, detailed design and business analysis (including identification of suitable technology solutions that will achieve the project objectives).
- Site preparation.
- Architectural and civil works assessment and the construction of the scanning hall.
- Technology and equipment procurement.
- Equipment installation and commissioning.
- Systems testing and commissioning.
- Operational handover.
Position Summary:
The Project Manager is responsible for supporting the FRCS with the initial project management, planning and delivery. The Project Manager will report to the FRCS Project Lead.
Key Responsibilities:
- Lead design development, project planning and coordination with stakeholders in conjunction with the FRCS Project Team.
- Manage project governance and provide technical oversight for the design and planning phases.
- Proactively engage with technology solution providers to identify appropriate solutions available in the market.
- Oversee and manage scopes (in conjunction with FRCS) prior to contracting.
- Manage project planning, including cost estimation and project delivery documents.
- Prepare approach to market and tender documents and scope-of-services for:
- Technology solutions
- Architectural services
- Construction services
- Construction management services
- Other suppliers as required
- Plan for and manage (in conjunction with FRCS) the procurement of technology solutions, architectural services and construction works services:
- provide input into the design to identify build requirements;
- prepare tender documentation,
- support tender briefings (as required) and respond to clarifications from submissions
- coordinate tender evaluations,
- develop procurement reports
- manage transition from procurement to contract management, including contract award notifications, debriefs to unsuccessful bidders and mobilisation of successful sun-contractors.
- Review design documentation and other submissions in conjunction with FRCS to ensure an appropriate technology solution is identified and associated Architectural, Structural and Services drawings are fully coordinated, and any errors or omissions are identified early.
- Manage budgets for all projects, including maintaining registers for variations and payment claims.
- Proactively manage all risks for project delivery and completion.
- Attend regular stakeholder meetings (and site visits depending travel requirements) to ensure project scope and deliverables are on track and within budget.
- Establish and maintain excellent client and subcontractor relationships.
- Provide weekly updates to the FRCS Team Leader on status of all projects and understand the need to escalate if project risks are identified.
Key Outputs:
The expected outputs and outcomes of this placement are:
- Prepare a report for FRCS identifying suitable technology solutions available in the market.
- In consultation with FRCS, prepare approach to market and tender documents and scope-of-services for:
- Technology solution
- Architectural services
- Construction services
- Construction management services
- Other suppliers as required
- Complete procurement for, and contracting for appropriate technology solutions, architectural services and construction works services.
- Establish and maintain project monitoring systems, including budget tracking, risk registers and compliance tools across all assigned projects.
Key Working Relationships:
- The candidate will report directly to the FRCS Project Lead, with oversight in accordance with the CEO and Minister’s directives.
- Coordination will be required with the Australian Border Force who provide capacity building and other support to FRCS.
- The candidate with in-directly report to the FPSP Operations Lead (for contract administration and invoicing for inputs).
Selection Criteria:
Qualifications
- Tertiary qualification (degree level) in Project Management.
Experience (essential)
- 10 years experience working in project management, with a minimum of 2 years’ experience working on technology and infrastructure projects is preferred.
- Experience procuring and contracting architectural and construction services – preferably in the Pacific
- Strong contract administration experience working with technology providers, architects, builders and sub-consultants.
- Experience with working with multiple stakeholders: ministerial government bodies.
- Proven track record for delivering projects on time and within budget.
- Experience with regular project site inspections; production of site reports and identifying any OH&S, PSEAH, GEDSI or delivery-related risks during site visits.
