About the Opportunity

Our UK/Europe Strategic Consulting business unit is around 300 strong and is looking to grow. We are looking for a Senior Associate / Associate Director of Monitoring, Evaluation and Learning (MEL) depending on experience to provide technical leadership for MEL within the Business Cases & Economics team.

We are involved in some of the most interesting and exciting infrastructure projects in the world and this leads to excellent opportunities to get involved in a diverse range of projects. We apply our business case and economics capability across many different contexts and sectors such as systems approaches for water catchments, placemaking & urban regeneration, impact assessments and forecasting and distributional analysis. For each unique commission we seek to develop bespoke approaches and toolkits, innovating our approaches whilst remaining true to established theory and practice.

Some examples of projects include:

  • MEL of major policy and investment in housing (UK Government).
  • Scoping MEL of Levelling Up and Regeneration (UK Government).
  • Development of business cases for High-Speed Rail lines in Sweden and the UAE.
  • Natural capital assessment of Coastal Development Masterplan in Al Sharqia.
  • Economic appraisal of PFAS chemicals in the UK for the Environment Agency.
  • Wider economic assessment of UK’s largest reservoir proposal for 40 years.
  • Business Case for the re-opening of a major UK regional airport.

The role

We are seeking to appoint a Senior Associate or Associate Director to lead and grow our monitoring and evaluation offer for our Business Cases & Economics practice group within Strategic Consulting.

The successful applicant will report to the Practice Group Lead for Business Cases and Economics but will have multiple links to the Strategic Consulting Team and wider Jacobs business across all sectors. They will have a remit to grow and build our existing MEL capacity, working in close collaboration with other specialist teams in infrastructure, social value and environment / energy transition. The individual will be responsible for successful delivery of projects and growth of the business internally and externally, the former being facilitated by highly collaborative behaviour.

The successful candidate

We are seeking an ambitious individual who has an extensive track record in MEL, blended with some experience developing and growing a business. They will join our Business Case & Economics practice with responsibility for contributing to maintaining excellence in the quality of our delivery of work and ensuring we are at the cutting edge of developments and methodology.

Here's What You'll Need:

  • Experienced MEL practitioner operating in the infrastructure sector on significant projects.
  • Able to demonstrate a high level of experience and expertise in leading delivery within the MEL field using qualitative and quantitative techniques.
  • Experience of leading or majorly contributing to successful bids to public and private clients using standard and innovative techniques within a Magenta Book framework.
  • Technical expertise relevant to MEL e.g. Maryland Scale, Theory of Change, counterfactual development.
  • Ideally, but not essential, a relevant professional membership e.g. MRS, UKES, SRA.
  • Driven by innovation, engages passionately with the digital agenda.
  • Experience of driving efficiency, effectiveness and best practice.
  • Commercial acumen evidenced in a consultancy environment.
  • An external profile within the broad field.
  • Experience leading, growing and managing a team.
  • Client relationships which have potential for long-term value for each partner.
