POSITION MANDATE

Resonance seeks a Chief of Party (COP) to lead the anticipated five-year USAID-funded Feed the Future Aquaculture Development Activity. This Activity will aim to increase aquaculture productivity for better income and nutrition of rural households by adopting technologies and improved management practices on aquaculture; strengthening market linkages by engaging market actors; and adoption of nutrition related behaviors for better consumption of fish products. 

The COP will be responsible for technical leadership, administrative oversight, and overall coordination of the activity. S/he will serve as the principal institutional liaison with USAID and key stakeholders, as well as ensure the quality, timeliness, and efficiency of all products and interventions generated under the Activity. 

OUTCOMES / ESSENTIAL FUNCTIONS

  • Provide strategic and technical leadership and/or oversight of all activities and outputs, including technical inputs across one or more areas, such as aquaculture productivity, nutrition-sensitive approaches, market systems development, gender and social inclusion. 
  • Provide technical advice, oversight, or leadership on all technical activities, which may include the design, methodology, and tools for some activities. 
  • Represent the project externally and ensure close coordination with partners in the government, private sector, key local stakeholders, financial institutions, and donor communities. 
  • Lead financial oversight and procedures and ensure compliance with USG regulations and Resonance policies. 
  • Oversee monitoring, evaluation, learning, and reporting to ensure the program adapts as needed to meet objectives and learning is acquired and shared broadly to maximize impact and sustainability.
  • Manage project team; oversee, mentor, and provide guidance to short- and long-term staff. 
  • Assume responsibility for overall USAID contract management, ensuring quality control and timeliness of deliverables.

REQUIRED EDUCATION & EXPERIENCE

  • Master’s degree or higher in international development, agriculture, aquaculture/fisheries, business administration/management, development economics, or other relevant discipline. 
  • 10+ years of relevant progressive international experience related to market systems development, economic growth, livelihood development, partnership development, and/or private sector engagement. 
  • 8+ years of relevant professional experience related to the management or implementation of international donor-funded development projects.
  • Experience as a Chief of Party or leader of a donor-funded activity of similar scope and budget.
  • Excellent written and oral communication skills in English.
  • Experience working independently to meet deadlines and quality expectations, as well as a member of a larger team for multi-component assignments. 

PREFERRED EDUCATION & EXPERIENCE

  • Experience managing aquaculture-focused donor-funded activities in Bangladesh and/or the South Asia region.
  • Strong network of government, NGO and civil society, donor, and private sector in Bangladesh and/or the South Asia region.
  • Foreign language ability in Bengali/Bangla. 

TRAVEL EXPECTATIONS 

The employee must be able to travel domestically and/or internationally and up to 35% for work assignments.

This position operates in a professional office environment, and routinely requires the use of standard office equipment such as computers, phones, printers, photocopiers, and filing cabinets.

As a part of the responsibilities for this job, the employee is required to communicate, detect, converse with, discern, convey, express oneself, and exchange information orally and in writing with others. The employee must be able to remain in a stationary position, sitting at a desk for prolonged periods, move or traverse inside the office and facilities; operate, activate, use, prepare, inspect, place, detect, or position computers and other office equipment, such as a calculator, copy machine, furniture, and computer printer. The employee must be able to make substantial repetitive motions of the wrists, hands and fingers. The employee must be able to lift and move up to 15lbs at times.
