Description:

FHI 360 seeks a Compliance Manager for an anticipated USAID West Bank/Gaza Civil Society Support project. The project may focus on: civil society capacity strengthening; increasing civic engagement in public sector decision-making; developing tools for measuring government accountability and transparency; and collaboration among civil society, government, and media actors.

Job Summary/Responsibilities:

The Compliance Manager shall work under the leadership of the Chief of Party and will be responsible for compliance with all applicable USG terms and conditions stipulated in the Cooperative Agreement and any other guidance provided by the Agreement Officer.  S/he should have extensive experience of at least seven years in large and complex program financial and administrative management, including financial controls and audit, as well as reporting on accruals, pipeline, and contract and personnel management. S/he should also have experience with donor organizations, and ideally with USAID and Mission Order 21.

  • Provide strategic leadership to the financial analyst staff.
  • Prepare financial guidance to through well-written and thorough memos, updates to policies, and procedure manuals.
  • Assign and audit the work of the finance department, while providing guidance to staff.
  • Monitor and update the program’s budget.
  • Engage in the more critical and confidential aspects of financial analysis.
  • Work with confidential data, which if disclosed, might have significant internal and / or external effect.
  • Manage the operational and strategic functions for the finance department to ensure compliance and efficiency.
  • Consult with and provide recommendations to the Senior Management Team on financial performance and enterprise risk management.
  • Develop and implement process improvement plans for to ensure effective and efficient financial controls and operational procedures.
  • Keep informed of current guidance regarding financial accounting and share learning with program finance and administrative staff.
  • Develop the capacity of team performance and drive for excellence.
  • Possess broad conceptual judgment, initiative and ability to deal with a wide range of finance issues.

Qualifications:

  • Bachelor’s Degree or its International Equivalent - Accounting, Business Administration, Finance or Related Field.
  • Minimum of 5+ years finance management leadership experience in finance, compliance and administration management experience; field-based experience in developing countries preferred.
  • Articulate, professional and able to communicate in a clear, positive manner with clients and staff. 
  • Knowledge of USAID rules and regulations is essential. 
  • Previous experience in West Bank/Gaza or similar conflict or post-conflict countries is desired.
  • Fluent Arabic and strong English language communication skills (written and verbal) are required
