Proposal Summary: 

The primary goal of the Afghanistan Resilience Trust Fund (ARTF) Third Party Monitoring (TPM) Project is to provide the World Bank and stakeholders with integrated oversight of project implementation performance and compliance with fiduciary standards and requirements, and with the environmental and social safeguard policies and/ or framework as applicable; including the establishment and implementation of monitoring protocols for measuring implementation progress through site visits, validation of project MIS data, and assessments of physical progress, construction quality, deviations and usage of infrastructure. The project will field local Afghan enumerators and engineers to conduct site visit and monitor the completion of World Bank funded projects across the country as well as fielding auditors to review financial compliance. The project will also conduct the fieldwork necessary for the Afghanistan Economic Monitor (AEM), a monthly report on selected macro and micro indicators of the Afghan economy.

Position Summary: 

Two to three Deputy Team Leads (DTL) will play a pivotal role in leading the ARTF TPM project, serving as the primary point of contact with the project teams based across Afghanistan. The DTLs will oversee data collection, analysis and reporting. These leadership positions involve supervising staff, overseeing security arrangements, reviewing data collection approaches and deliverables. These full-time positions will last for twenty-eight months with an option for the project to continue for an additional two years. They will be based in Kabul, Afghanistan. These positions are contingent upon award.

Responsibilities: 

  • Oversee design of data collection approaches.
  • Hire, train and supervise enumerators, engineers and auditors in all 34 provinces of the country. Oversee and help coordinate site visits conducted by these staff.
  • Coordinate with team lead and security manager on managing security considerations for the project.
  • Oversee analysis of data and preparation of user-friendly reports for the client.
  • Oversee use of the MIS system to report data to the client.
  • Ensure timely, accurate, user-friendly reporting on all monitoring activities.
  • Ensure compliance with World Bank regulations. 

Qualifications: 

  • An advanced degree in social science, development studies or a related field preferred. Alternatively, a bachelor’s degree plus five (5) additional years of relevant experience.
  • Minimum ten (10) years of experience with international donor projects; experience with the World Bank preferred.
  • Experience working in Afghanistan required.
  • Progressive responsibility in project management, including technical and administrative oversight, staff, and sub-contractor supervision.
  • Technical experience in monitoring of international development projects preferred.
  • Experience managing a team in a non-permissive environment required.
  • Experience coordinating security considerations for a project in a non-permissive environment preferred.
  • Experience managing relationships with clients, partners and other stakeholders required.
  • Demonstrated ability to effectively manage projects and provide leadership.
  • Strong written and oral communications skills in English required.
