Org. Setting and Reporting

This position will be based in the UN Development Coordination Office (DCO) for Asia-Pacific, in Bangkok Thailand but will support the Office of the UN Resident Coordinator (RC), in Myanmar primarily. The incumbent reports to the UN Resident Coordinator in Myanmar or his/her designate and with a secondary reporting line to the United Nations Special Representative of the Secretary-General on Sexual Violence in Conflict through the Chief of Staff, of the Office of the Special Representative on Sexual Violence in Conflict (OSRSG/SVC). The Office of the Special Representative of the Secretary-General on Sexual Violence in Conflict (OSRSG-SVC) is an office of the United Nations Secretariat that supports the Special Representative of the Secretary-General on Sexual Violence in Conflict (SRSG-SVC). The Special Representative serves as the United Nations’ spokesperson and political advocate on conflict-related sexual violence (CRSV). She chairs the United Nations Action Against Sexual Violence in Conflict (UN Action) and her work is supported by the United Nations Team of Experts on the Rule of Law/Sexual Violence in Conflict (TOE). The Office was established by Security Council resolution (SCR) 1888 (2009), one in a series of resolutions which recognized the detrimental impact that sexual violence in conflict has on communities and acknowledged that this crime undermines efforts to ensure peace and security and rebuild societies once a conflict has ended. UN Security Council Resolution 2467 (2019) requests the Secretary-General to ensure the timely deployment of Women Protection Advisers to relevant UN peace operations particularly at a senior level, ensuring that they have direct access to senior leadership of such peace operations, and offices of UN Resident and Humanitarian Coordinators in all relevant situations of concern, to advise UN senior leadership on the implementation of the operational provisions of this resolution and other Security Council resolutions on sexual violence in conflict, including engagement with parties to conflict for time -bound commitments and establishment and functioning of the monitoring, analysis and reporting arrangements on conflict-related sexual violence.

Responsibilities

Under the overall supervision of the UN Resident Coordinator directly or through his/her designate, with a secondary reporting line [as 2nd Reporting Officer] to the Special Representative on Sexual Violence in Conflict through the Chief of Staff of the Office of the Special Representative on Violence in Conflict, the Regional Senior Women Protection Adviser (SWPA) will be responsible for performing the following duties, within the limits of delegated authority:  Support the implementation of Security Council Resolutions 1820 (2008), 1888 (2009) 1960 (2010), 2106 (2013), 2242 (2015), 2331(2016) and 2467 (2019) on Conflict-related Sexual Violence.  Provide evidence-informed and survivor-centred guidance on the conflict-related sexual violence agenda to UN system entities in the Region, as required; this support could extend to UN system entities and relevant actors in the Region to provide guidance and support to ensure that survivorcentered assistance is available for survivors regardless of their location;  Provide the necessary support to the RC, UNCT and Office of the SRSG-SVC in order to strengthen and reinforce advocacy in the Region and in Myanmar, coordination and cooperation with civil society, Member States, the donor community, inter-governmental agencies and regional organizations in response to conflict-related sexual violence;  Advise the RC, SRSG, and senior UNCT leadership on the implementation of the Joint Communiqué on CRSV in Myanmar and on strategies for prevention and response of conflictrelated sexual violence, including the integration of CRSV considerations in relevant strategic planning tools, including conducting situational assessments and a mapping of UNCT capacities and needs, facilitating country level coordination and acting as a resource person in programme activities implemented by the UNCT.  Support as appropriate the implementation of the Monitoring, Analysis and Reporting Arrangements (MARA) under resolution 1960. This will include convening and chairing the MARA Working Group for Myanmar.  Collaborate with the Myanmar Country Task Force for Monitoring and Reporting on Grave Violations against children (mandated by UNSC Resolution 1612) to address synergies in mandates regarding rape and other sexual violence against children and adolescents;  Promote regular and appropriate information exchange and greater coherence and coordination of with UN entities and national authorities in response to survivor-centred approaches to preventing and addressing conflict-related sexual violence;  Support coordination at the Myanmar and Regional level, and promote coherence of decisions made by its members, including with respect to the Protection Cluster and Gender-Based Violence (GBV) Sub-Cluster.  Collaborate with Senior Women’s Protection Advisors deployed globally to share good practice;  Implement responsibilities in line with the Terms of Reference for the Senior Women’s Protection Advisers, the UN Action Against Sexual Violence in Conflict/SRSG-SVC guidance, and other relevant UN and policies; and  Work closely with OHCHR to develop strategies that addresses and integrates conflict-related sexual violence perspectives into respective responsibilities.  Perform other relevant duties, as required.

Education

Advanced university degree (Master's degree or equivalent), is required, in social sciences, political science, law, international relations, development studies, or a related field. A first level university degree with a relevant combination of academic qualifications and experience, may be accepted, in lieu of the advanced university degree.

Work Experience

A minimum of ten (10) years of progressively responsible experience in human rights, protection of civilians, gender, humanitarian affairs, political affairs or a related area is required. A minimum of two (2) years of experience working in a conflict or post-conflict setting, is required. Experience supporting or facilitating multi-stakeholder policy and/or advocacy processes at multiple levels, is required. Experience engaging with and advising senior leaders of the UN and Regional Organizations is required. Experience engaging with and advising senior stakeholders is desirable. Experience working in or in support of a field operation of the United Nations Common System or a comparable international organization, is desirable. Experience working in the region or with relevant regional organizations, is desirable. Experience working on Women Peace and Security and CRSV concerns and the implementation of all the relevant Security Council resolutions is desirable. Experience working in or on Myanmar, is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of Myanmar languages is an asset.
