Job Summary:

Join the Colorado School of Public Health as a Finance and Accounting Program Manager. This position is a key member of the school’s Center for Innovative Design & Analysis (CIDA) and will have direct ownership and responsibility for creating, managing, and interpreting the fiscal and regulatory aspects of all of CIDA’s grants and contracts. The individual in this position is an important administrative member who will implement systems to verify transactions and details posted in the university finance system and develop budget proposals for CIDA. 

This position will be faced with multiple priorities and complex situations and must be flexible, adaptive, and able to articulate thoughts and explanations to those with varying levels of understanding in finance and budgeting. The individual in this position must also have a strong attention to detail and a highly responsive communication style.

Key Responsibilities:

  • Serves as the Financial Administrator for the Center, as required by the Administrative Policy Statement for all Centers with annual budgets over $2M.
  • Manages the grant and contract operations of the Center, including documenting in writing the fiscal control provisions (i.e. accounting procedures, use of general funds, terms and conditions of expenditure and authorization, agreements for indirect cost recovery, etc.).
  • Develops and implements the Center’s grants/contracts policies, ensuring compliance with University, CU Medicine, and State guidelines.
  • Manages budget preparation, construction, and financial planning/analysis within the scope of grants and contracts for the Center.
  • Develops budget projections and ensures projections accurately reflect the grants and contract activities of the Center.
  • Develops and interprets monthly, quarterly, and annual financial reporting for budgeting and strategic decision making.
  • Approving official for all procurement cardholders within the Center and Marketplace approver for all Center personnel and accounts. 

This is a full-time position and reports to the Assistant Director of Operations.

Qualifications:

Minimum Requirements

  • Bachelor’s degree from an accredited college or university in accounting, business administration, finance, or other closely related field.
  • Substitution: Relevant experience may substitute for the bachelor’s degree on a year-for-year basis, but not for the specific experience.
  • Four (4) years of experience in contract management, grants management, and/or financial management.

Preferred Qualifications

  • Two (2) years of experience with a variety of University of Colorado, CU Medicine, and/or University Hospital policies, rules, and regulations pertaining to financial matters.
  • Master’s degree from an accredited college or university in business, accounting, or a related field.
  • Experience working with Microsoft Office products and Smartsheet.
  • Experience with fund accounting.
  • Experience working with standard accounting policies and procedures.
  • Experience with higher education accounting, budget management, modeling, and/or forecasting.
  • Experience with managing post award activities.
  • Experience managing funds with variable revenue.

  • High degree of technical and analytical skills in fiscal management, and knowledge of accounting and business practices, including accounting software packages. 
  • Ability to evaluate, analyze and interpret vast amounts of data, recommend solutions, and implement a course of action.

Anticipated Salary Range:

The starting target salary for this position has been established as $63,000 - $79,000.

The above salary represents the University’s good faith and reasonable estimate of the range of possible compensation at the time of posting. This position may be eligible for overtime compensation depending on the level.
