HORNE seeks to hire one (1) Homebuyer Assistance Program Analyst for Lee County’s Home Purchase Assistance Program (HPA). The HBA Program Analyst will play a pivotal role in underwriting second mortgage loans for low to moderate-income (LMI) borrowers for the purchase of 1-4 family properties, while ensuring that their primary mortgage is non-predatory and is the best product for borrowers. Your efforts will be in collaboration with local brokers/lenders, real estate agents and/or builders, housing counseling agencies, and title companies.

Your Role

The HBA Program Analyst, under general supervision of the Program Director (PD) and Deputy Program Director (DPD), will underwrite loans and manage borrowers throughout the closing process. The HBA Program Analyst will work with other divisions within Lee County and HORNE’s Housing Management and Implementation Team to oversee all borrowers from application through closing, including case managers and inspectors.

Primary Responsibilities

  • Promote Lee County’s Home Purchase Assistance Program to brokers/lenders, real estate agencies, housing counseling agencies, title companies, and community outreach engagements, specifically in designated Special Recovery and Mitigation Areas (SRMA);
  • Underwriting forgivable, second-mortgage loans that cater to the housing needs of LMI, disaster-impacted, underserved communities;
  • Managing, monitoring, and tracking all aspects of applications from application through commitment, and loan closing;
  • Acting as a representative for Lee County within the community, attending meeting and events, and offering informative training seminars on Lee County’s Home Purchase Assistance product and application procedures;
  • Serving as a liaison to external partners, including real estate agents, banks/lenders/brokers, housing counseling agencies, and title companies;
  • Stay informed about other grant and subsidy programs available in the Lee County market to maximize borrower funding;
  • Prepare loan status reports for Lee County and other partners when applicable;
  • Build and maintain relationships with non-profit partners to ensure a consistent flow of referrals;
  • Provide weekly loan volume reports to management and other requested reports;
  • Monitoring progress and performing troubleshooting duties for applications in process;

Minimum Requirements

1.A bachelor’s degree or associates degree (or equivalent experience) in construction management, business, accounting, or a related field, from an accredited college and two years of experience in mortgage underwriting.

2. Background in or knowledge of real estate finance and/or program implementation experience preferred.

3. A basic understanding of programs, terminology, and market conditions.

4. Ability to develop and manage file quality.

5. Excellent verbal and written communication and strong interpersonal skills, strong analytical, organizational, and quantitative skills.

6. Demonstrated ability to create strong relationships using interpersonal skills and communication.

7. Ability to solve borrower issues as well as mortgage specific analytical problems as they relate to the job duties and the intended LMI communities.

8. Ability to relocate to Lee County if not already a resident of Lee County or the surrounding area. This position will be located on-site at a HORNE office and will require occasional travel to the Lee County Administration Building.

Preferred Skills & Experience

  • Minimum 2 years’ experience in Community Development Block Grant – Disaster Recovery (CDBG-DR)/Affordable Housing is a plus.
  • Advanced experience with Community Reinvestment Act (CRA) lending products.
  • Advanced experience using and developing complex Excel spreadsheets and presentation software is strongly preferred.
  • Demonstrated ability to meet deadlines and manage multiple projects efficiently and effectively.
  • Preference will be given to candidates with experience working for or with local government agencies and government programs related to affordable housing development.
  • Candidates with Master’s Degree in Urban Planning, Real Estate Finance, Real Estate Development, Business Administration, Public Administration or related fields are strongly preferred.
