Senior Technical Advisor - Disability and Inclusion, USAID/Ukraine New Physical Rehabilitation Activity

Management Sciences for Health (MSH) and its consortium are seeking a Senior Technical Advisor, Disability and Inclusion for a potential USAID 5-year Physical Rehabilitation project in Ukraine, called Rehabilitation for Ukraine ("Rehab4U") Activity. The purpose of the program is to support physical rehabilitation services in Ukraine to respond to the increased short- and long-term needs of Ukrainians in need, not only as results of the impacts of Russia’s invasion but also to support persons with disabilities, older persons and any other person that would benefit from access to physical rehabilitation and assistive technology (AT) services. They may include additional or future programming related to physical and occupational therapy, prosthetics and orthotics, wheelchair service providers and AT products. A focus on sustainability and providing these services in the future is an essential part of this project. The program will seek opportunities to engage with a variety of partners such as non-governmental organizations, disabled persons organizations, governmental bodies, and the private sector. 

USAID has put forth three objectives for the project: 1) Strengthen national, regional, and local leadership, management and governance capacity related to the physical rehabilitation sector. 2) Increase access to and availability of affordable, quality, and sustainable physical rehabilitation services, including assistive technologies, and 3) Develop community-level services and promote the inclusion and participation of persons with disabilities and their families. 

In collaboration with the Project Director and other Rehab4U staff, the Senior Technical Advisor for Disability and Inclusion will spearhead the project’s technical strategies to ensure activity accessibility and persons with disabilities inclusion in project processes, while addressing sustainability. He/she will coordinate technical assistance in inclusion as it relates to organizational development, financing, leadership, human resources, governance, and other areas, as needs are identified in the systematic approach to project activities.

This position is contingent upon USAID approval and award.

SPECIFIC RESPONSIBILITIES:

Technical Leadership and Innovation (50%)

  • Support the implementation and adaptation of the project’s strategy and conceptual framework, providing expertise for the capacity development program for grantees conducting initiatives in rehabilitation, disability, and inclusion.
  • Collaborate closely with the Rehab4U project staff, the USAID/Ukraine technical unit, and other key stakeholders to ensure that strategic and systematic approaches are applied to building the capacity of Rehab4U DPO grantees and ensure that activities are implemented with DPO input.

Capacity Development Support (45%)

  • Facilitate consultative working relationship with USAID to ensure that sub-awardees and activities include key elements of local capacity development, sustainability, and disability and inclusion.
  • Provide technical assistance to grantees, consistent with the strategy and conceptual framework. Train capacity development consultants in Rehab4U’s systematic approach to working with grantees to identify capacity development needs and implement proven tools and approaches to address the needs identified. Provide technical oversight and coaching to capacity development consultants as they provide targeted technical assistance to grantees in alignment with the grantee’s implementation plans.
  • Support grantees and project staff to apply an inclusion lens to the project cycles of all Rehab4U activities and grants.
  • Lead the design and facilitation of co-creation processes, workshops, and meetings. Provide technical oversight and coaching to the project’s co-creation processes facilitated by other technical experts in Rehab4U’s network of capacity development consultants.
  • Serve as resource for technical information on inclusion, leadership, and organizational capacity development and linkages to other experts within the Rehab4U network. 
  • Contribute to the documentation of Rehab4U’s technical and organizational capacity building activities, providing regular updates and disseminating results.

External Representation (5%)

  • Represent the project at strategic meetings and global forums on empowerment and inclusion, as required.
  • Build and maintain strong relationships with key players both at USAID and among potential partners.

QUALIFICATIONS

  • At least a bachelor’s degree in international development, global health, human rights, social science or business administration/management or similar relevant field. Advanced degree in related field is preferred.
  • At least 5 years of progressively responsible experience contributing to the design, implementation and monitoring of large-scale development projects aimed at service delivery improvement and capacity development to protect and promote the rights of vulnerable and marginalized populations and expand access to opportunities that support their full participation in society.
  • Capacity and organizational development experience with specialized expertise within the inclusive development community, as demonstrated by peer-reviewed publications or participation in working groups.
  • Proven ability to communicate quickly, clearly and concisely – both orally and in writing, in both English and Ukrainian.
  • Demonstrated technical leadership, program management, strategic planning, policy experience and problem-solving skills working on complex projects in a highly sensitive environment.
  • Excellent computer skills (MS Word, Excel, Power Point, and Outlook) are required for effectively operating in this position.
  • Ability to work effectively with a broad range of stakeholders and have demonstrated skills in donor coordination and collaboration.
  • Ability to work effectively in a team environment and communicate information to diverse audiences, and achieve consensus on policy, project, research, and administrative matters.
  • Proven ability to work in matrix reporting relationships and in multicultural/multidisciplinary team environments, preferred.
  • Demonstrated familiarity with USG regulations and administrative procedures in the implementation of donor assisted projects is an advantage.
