Job Summary
The Data Analyst I supports the highest standards of data management and analysis activities for use in decision making and improvement initiatives within the assigned area of operations. The role contributes to data analysis and report creation, collaboration across departments, and data stewardship. Specific duties and areas of focus vary by department.
Essential Responsibilities
Data Analysis
- Collaborate with business partners (and department leadership as needed) to understand business needs, define the questions, and define the objectives of the assigned department.
- Learn and maintain understanding of internal and external systems and data sources as needed (specific needs vary by department).
- Identify current analysis and reporting needs.
- Collect the necessary raw data using simple to moderately complex collection methods and prepare data for analysis.
- Generate routine and ad hoc reports using basic queries.
- Improve, augment and develop new analysis capabilities (e.g., methodologies, reports, etc.) as needed.
- Develop simple analysis and visual reporting capabilities and tools (e.g., recurring reports, dashboards, etc.); maintain and improve dashboards.
- Monitor data and keep leadership informed of any anomalies, output or results needing research, and the status of metrics; provide status reports.
- Summarize and report data as appropriate (e.g., frequency distributions, measures of central tendency, measures of variability, pivot tables, etc.).
- Explore data to uncover any patterns, trends, unexpected changes or outliers.
- Contribute to the synthesis of data (i.e., combine, integrate and evaluate data).
- Learn and assist in use of quality assurance methods and procedures to ensure accuracy, reliability and validity of synthesized data.
- Create data visualizations (e.g., PowerPoint, graph, tables, etc.) and narrative formats as appropriate to convey meaning with clarity.
- Provide basic analytics and statistical support to translate complex data into meaningful information for decision makers.
- Present analyses and findings to internal leaders and external stakeholders; articulate insights with clarity and concision.
- Create documentation (e.g., job aids, processes, etc.) as needed.
- Contribute ideas for ways to improve processes, policy and programs.
Data Collaboration
- Serve as a key point of contact and partner related to data analysis within assigned team; help answer questions related to department data.
- Partner with other analysts, departments and lines of business to collaborate on reports, share data and information, and assist as needed to meet the needs of the organization.
- Collaborate with ISBI staff to improve administrative data collection, define data elements for the reporting dashboards, and finalize reporting specifications.
- Collaborate with department leads, quality improvement analysts, and others to implement workflow and other process improvements.
- Actively participate in CareOregon’s community of practice to share knowledge and contribute to the learning of others.
- Depending on the assigned department, may engage with external partners for technical assistance or support as needed.Data Stewardship
- Support the quality and integrity of data and data management practices.
- Develop and maintain understanding of the data, data infrastructure, reporting needs, and processes used within the assigned department.
- Create department-level curated data sets for consumption by others within the assigned team.
- Assist in creating and maintaining technical documentation such as data dictionaries, business glossaries, metric definitions and other data resources.

Experience and/or Education
Required
- Minimum 1 year experience performing data analysis or data coordination activities OR a bachelor’s degree in mathematics, statistics, economics, finance, computer science or similar field (in lieu of experience)
Preferred
- Experience with reporting and analysis in a customer service enviornment
Knowledge, Skills and Abilities Required
Knowledge
- Knowledge of or ability to gain expertise in the operations of assigned department (goals, metrics, workflows, policies, etc.)
- Understanding of or ability to learn program evaluation methodologies and analytic strategies
- Understanding of basic statistics and calculations utilized for metrics development
- Familiarity with healthcare data and various data domains within healthcare (preferred)
Skills and Abilities
- Ability to self-direct learning to acquire knowledge and understanding of federal and state rules and regulations related to managed health care operations (e.g., HIPAA, etc.)
- Proficient skill with Microsoft Word, Excel, Outlook, PowerPoint and Visio
- Familiarity with Microsoft SQL Server Management Studio (SSMS) and/or Snowflake and ability to write basic queries
- Ability to use Tableau Desktop/Creator products and develop data visualizations
- Ability to prepare reports, graphs, tables and other summarizations that are complete, thorough and easily understood by intended audience
- Ability to gather and analyze data
