Brief Job Description:

The Cloud Artificial Intelligence (AI) engineer will focus on the design and architecture for IT modernization and transformation for Chief Technology Officer (CTO) initiatives. This person leads strategic initiatives and workgroups, possesses solid technology skills, and has a base understanding of HHS business processes. This position will perform advanced, senior-level technology architecture work in support of HHS CTO projects whose scope is to address HHS-wide technology needs. This position will work closely with the CTO, Deputy CTO, Chief Enterprise Architect, portfolio manager, application development teams, business stakeholders and other partners.

They will have to utilizes agile development practices and works together with other teams in support of application enhancements. They will act independently or as a member of a workgroup or project team. They are responsible for the quality and on-time delivery of the deliverables. This position will work under minimal direction with considerable latitude for the use of initiative and independent judgment.

Essential Job Functions (EJFs):

(30%) Leads the work efforts for CTO strategic initiatives and/or technology projects. Serves as a lead cloud AI engineer defining, leading and delivering initiative/or technology projects that meet specific business needs. Conducts and oversees studies and the preparation of initiative reports that include study findings, presentations, recommendations, and instructions for proposed system implementations/enhancements; formulates logical descriptions of problems; and designs and implements optimum solutions. Enables delivery and execution against a highly advanced and/or managerial (senior level) computer systems analysis work. Work involves hands-on planning and analyzing user requirements, procedures, and problems to automate processing or to improve existing systems. Prepares As Is and To Be analysis, Gap analysis, SWOTs, charts, diagrams, and tables that depict the present and proposed systems in terms of an estimation of costs, benefits, and work effort. Plans and schedules studies and system implementations. Provides technical and business process guidance.

(25%) Drives and leads data/AI initiatives that cross functional agency systems, other IT groups and other state entities that require coordinating, planning, and scheduling during project development and implementation stages. Provides options in the determination and implementation of architectural solutions. Provides a design and implementation of new and revised methods that effectively meet agency needs. Ensures that designs comply with data security requirements for each category of data contained in a solution.

(15%) Designs, develop and administers highly scalable AI systems with core capabilities across cloud-based provider services. This includes reporting and full system integration.

(15%) Leads and participates in solution implementation to include – coordinating and solving problems, analyzing systems and procedures, developing or revising existing code; scheduling, testing, installing, and implementing systems; writing or revising standards and procedures.

(5%) Articulates the current state and desired state of a technical solutions, identifies gaps between the two states, and develops approaches to close any gaps. Collaborates with HHS IT groups on recommendations. Assists in the preparation of information technology planning and justification.

(5%) Oversees the process of developing training for staff prior to implementation of a new technology or data analytics platform. May also conduct the training of technical staff and program staff on the use of the new tools, technologies, or application.

(5%) Performs other duties as assigned.

Knowledge, Skills and Abilities (KSAs):

  • Knowledge and hands-on experience of the limitations and capabilities of computer systems, information technology equipment, applicable programming languages, computer hardware and software, and computer operating systems.
  • Knowledge of new cloud technologies and the analytical services available from the major cloud services providers.
  • Knowledge of AI services and configuration required to setup the service available from major cloud services providers.
  • Knowledge of databases, such as Snowflake, Oracle, and NoSQL data stores, e.g. Postgres.
  • Knowledge of cloud delivery models: PaaS, SaaS, IaaS.
  • Knowledge of agile (scrum) methodology and scrum ceremonies.
  • Knowledge of cloud-based services for AWS, Microsoft Azure or GCP.
  • Strong technical writing and diagraming skills, including proficiency with modeling and mapping tools (e.g., Visio, Erwin), the Microsoft Office Suite (Word, Excel, and PowerPoint) and MS Project.
  • Strong analytical and problem-solving skills with experience as a technology architect for a software development, data analytics, performance management system, or data warehousing project.
  • Skill analyzing technology systems capabilities, limitations, defects, and business problems to draw evidence-based conclusions and devise innovative solutions.
  • Ability to work under pressure and successfully manage multiple overlapping deadlines, and able to handle multiple cross-agency projects.
  • Ability to produce reliable, accurate, high-quality results.
  • Ability to be adaptable and learn quickly.
  • Ability to deliver work within defined schedules, cost and quality.
  • Ability to coordinate multiple assignments/projects, set priorities, and meet deadlines.
  • Ability to communicate with a high level of effectiveness both verbally and in written formats.

  • Ability to lead the creation of best practices and procedures.
  • Experience with JIRA software

Required Qualifications

Candidates must meet all the following:

  • Minimum 10 years of analytical IT experience in one or more of the following domains: business, cloud, data, application, network, or security architecture.
  • At least 2 years of experience in an Architect role.

Preferred Qualifications

Candidates who meet any of the following will be given additional consideration:

  • Bachelor’s degree in Computer Science, Information Systems, Business, or a related field on a year to year basis up to a maximum of 4 (four) years.
  • 2–5 years of progressive experience in IT solution design, architecture, and implementation.
  • 3+ years of experience with enterprise IT solutions in hosted/cloud environments.
  • 2+ years of hands-on experience in at least two of the following:
  • Enterprise Architecture Modeling
  • System Engineering
  • DevOps
  • Security
  • Networking
  • Application Development
  • Data Intelligence
  • Infrastructure Services
  • Database
  • 1–2+ years of hands-on experience with Azure, AWS, or GCP in designing and deploying enterprise-level solutions.
  • Familiarity with Agile, ITIL, and TOGAF frameworks.
  • Experience in at least three of the following domains:
  • Cloud

  • Infrastructure
  • Security

  • Experience with wireless communications, network security, voice, and data networking systems.

Highly Preferred

  • Experience working in the Texas state public sector or other regulated environments.
  • Demonstrated experience with AI/ML services, such as:
  • Azure Machine Learning
  • Azure Cognitive Services
  • AWS SageMaker
  • Google Vertex AI
  • Proficiency in Python, C#, or Java.
