This Fiscal Analyst 4 (FA4) supports the agency’s mission by providing assurance that financial transactions have been reviewed for accuracy, completeness and recorded accurately in financial records and statements.

About the division:

The Financial Services Division (FSD), in collaboration with other Health Care Authority (HCA) divisions and a variety of external stakeholders and legislative partners, provides strategic financial expertise for Apple Health, Community Behavioral Health (CBH), PEBB and SEBB programs. In addition, FSD oversees the budget and compliance functions necessary to manage and monitor the single largest Washington State individual operating budget. Functions include budget management, accounting, forecasting, professional and hospital rate setting, financial analysis, payment and collection operations. This division maintains a close working relationship with agency program, policy, and clinical divisions to ensure financially sound implementation and monitoring of program strategies. It is also accountable to the Governor and legislature in ensuring HCA operates within its budget.

About the position:

This Fiscal Analyst 4 (FA4) serves as a principal assistant to the ERB Administrative Accounting Unit Supervisor, responsible for processing FSA/DCAP payments and other payments as needed for PEBB and SEBB, accounting adjustments; reviewing and analyzing monthly general ledger balances related to FSA/DCAP and other GLs for the PEBB and SEBB programs; and the design and maintenance FSA/DCAP Summary reports for management. This position independently

plans, coordinates and conducts financial review and analysis of general ledger data, ensuring PEBB and revenue is expended in accordance with Generally Accepted Accounting Principles (GAAP) and governmental accounting standards.

This position is eligible to telework but may be required to report on-site to meet business need. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. HCA has currently suspended the ability to support out-of-state telework.

Duties

Some of what you will do:

  • Accounting activities related to the PEBB and SEBB FSA/DCAP program.
  • Monthly reconciliation of the FSA/DCAP Summary to AFRS.
  • Prepare and analyze monthly general ledger reconciliations and follow up on corrections as required.
  • Independently analyze and reconcile general ledger accounts monthly FSA/DCAP and other GLs for PEBB & SEBB funds as needed.
  • General accounts payable and Cash duties as assigned, including vendor payments, accruals, cash receipts, and journal entry adjustments.
  • Process payments, research and record cash receipts, and create journal entries as needed.
  • Participate in fiscal year closing activities to ensure financial records are recorded in the proper fiscal year.
  • Develop, review and update accounting policies, procedures, systems and controls related to accounts receivable activity for ERB insurance programs.
  • Assure that the accounting procedures result in effective collection of premiums, efficient posting to customer accounts and conform to state law and program policies.
  • Act as agency technical expert representing accounting in working with internal and external teams and staff to develop policies related to program changes or process improvements including communication, operational procedures and final implementation.
  • Escalates account or system concerns; participates in system testing; documents procedures.
  • Provides management guidance to subordinates for long-term fiscal cyclic requirements.
  • Provides verbal and/or written comments and recommendations regarding new or revised agency policies or procedures to ensure billings and receivables are accurately recorded, improve processes, and ensure agency policies and procedures comply with OFM regulations.

Qualifications

Required qualifications:

Required Knowledge, Skills, and Abilities:

  • Advanced spreadsheet software (i.e., Microsoft Excel) knowledge and experience. Must possess the skill to create, modify, print, and format spreadsheets and work with pivot tables, formulas and functions.
  • Knowledge and experience using Agency Financial Reporting System (AFRS) and Enterprise Reporting.

Qualifying candidates will also meet one of the following criteria options:

Option 1:

  • A master’s degree in a financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant.

Option 2:

  • A bachelor’s degree, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting.
  • Two (2) years of relevant professional experience performing accounts receivable/cash receipting activities.

Option 3:

  • An associates degree, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting.
  • Four (4) years of relevant professional experience performing accounts receivable/cash receipting activities.

Option 4:

  • Six (6) years of relevant professional experience performing accounts receivable/cash receipting activities.

Preferred qualifications:

  • Three (3) years of experience using a complex computerized accounting system and a financial management database reporting module.
  • Ability to research and analyze complex financial data.
  • Experience interpreting rules and regulations, analyzing compliance with regulations, research and resolving agency financial discrepancies.
  • Demonstrate competence in the preparation, accuracy, and correction of fiscal accounting transactions, quality and timeliness of processing, and monitoring of accounting data into a computerized accounting system.
  • Ability to apply Generally Accepted Accounting Principles, state and federal accounting policies and procedures, and maintain integrity of financial records.
  • Knowledge and experience using PAY1.

Insurance Benefits

Retirement and Deferred Compensation

State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security

All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays

Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave

Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)

Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave

Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave

Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
